Procedure of Development Project Coordination Ordinance

 Procedure Flow

The general procedure for obtaining a development permit is as follows. Documents, drawings, detailed procedures, etc. required at each stage differ depending on each development project.
For details, please confirm in "guide of the regulations about adjustment of Yokohama-shi development business", and please talk with charge window.

Procedures for the Development Project Coordination Ordinance (1) and (2)
(1) Installation of signs, (2) Submission of sign installation notification
Development company installs sign in easy-to-see place of development business area and submits sign setting notice to city to publicize summary of development business to inhabitants.

Procedure of the Development Project Coordination Ordinance (3)
(3) Explanation to residents and explanation to public facilities managers
The developer will explain to the residents the contents of the development concept. At the same time, we will explain matters pertaining to public facilities to public facilities managers.

Procedures for the Development Project Coordination Ordinance (4) and (5)
(4) Submission of Statement of Opinion (word: 34KB), (5) Sending Statement of Opinion
Residents can submit a written opinion on the development concept to the developer within 5 days after the explanation of the residents.
The developer sends the written opinion individually to the residents who have submitted the written opinion.

(6) Submission of development business plan (word: 25KB), (7) inspection of development business plan

The developer submits the development project plan to the city.
The city will inspect the development project plan for 14 days.

Overview

Development Business Structure Thinking (land use plan, outline of planned building, etc.), explanation to residents, etc.
Opinion, statement of opinion of inhabitants and opinion of company for it.

Procedures for Development Project Coordination Ordinance (8) and (9)
(8) Submission of re-statement statement (word: 17KB), (9) Sending re-statement statement
Residents can submit a re-statement to the developer via the city for the opinion of the developer written in the development project plan during the inspection period for the development project except for the road location designation. .
The developer sends a re-opinion individually to the residents who have submitted the re-opinion.

Procedure of the Development Project Coordination Ordinance (10)
(10) Discussion between the developer and the mayor
(In the case of a development project other than a specific large-scale development project or a development project for which a re-opinion has been submitted.)
  1. In the case of a development project other than a specified large-scale development project where a re-opinion has been submitted.

    The development company discusses with the mayor about matters determined by the mayor each time.

  2. In the case of a specific large-scale development project

    Development company discusses matter to establish in the following with the mayor so that it becomes plan in consideration of local situation.
    ※ Contents of discussion (items to make development plans that take into account the actual conditions of the region)

    • Thing about maintenance of public facilities in development business area and public interest facilities
    • Harmony with the surrounding environment
    • Thing about consistency with local town development plan (thing which established policy of town development such as city planning master plan district plan)
    • Thing about measures for maintenance of good living environment by designation of city planning, conclusion of building agreement
    • Measures related to anti-crime program in the development project area
    • Thing about securing of traffic safety in development business area and neighboring roads
    • Thing about offer to city of land for maintenance of public interest facilities which the mayor particularly recognized
      (Development project area: Development projects with an area of 3ha or more or apartments with 500 or more dwelling units)
    • Other matters deemed necessary by the mayor

(11) Submission of a development project plan consent application and examination of facility maintenance standards (consent criteria)
The developer submits an application for consent to the development project plan.
City examines "maintenance standard of facility (consent standard)" in development business.

(12) Issuance of a notice of consent / disagreement and subsequent procedures

After examination about procedure and maintenance standard of facility, city answers development company about result.
Penalties will be applied to developers who have started construction despite the disagreement of the city.
※ It is mandatory to submit development permission and building confirmation applications after consent.
