Environmentally Conscious Standards for Public Buildings
Last update date February 3, 2023
We establish standard of environmental consideration required for public buildings maintained by city and promote reduction of burden on environment and maintenance of public buildings in consideration of conservation of neighboring environment. This standard stipulates the energy-saving performance, environmental performance, and wood consumption of public buildings.
■Notice■
・We revised "environmental consideration standard in public buildings of Yokohama-shi". (R5.2.3)
Outline of the Standards
Purpose
Based on the "Law Concerning the Improvement of Energy Consumption Performance of Buildings" and the "Ordinance on the conservation of Living Environment in Yokohama City", we will establish the level of environmental consideration required for public buildings maintained by Yokohama City and promote theconservation in the surrounding environment. In addition, based on the "Law Concerning the Promotion of the Use of Wood in Buildings for Contributing to the Realization of a Decarbonized Society", the amount of wood used in public buildings according to the "Policy on Promotion of the Use of Wood in Yokohama City Buildings" Determine the amount of use and promote the use of wood.
Standards for Environmental Consideration in Public Buildings
1 Energy consumption performance of buildings
The standards for energy consumption performance of buildings are as follows.
(1) When building a new building (including building a separate building from an existing building by extension)
Primary energy consumption (excluding other primary energy consumption) based on "Ministerial ordinance that stipulates building energy consumption performance standards, etc." Also, do not include the reduction in primary energy consumption associated with renewable energy. ) Is less than the value obtained by multiplying the value of the standard primary energy consumption (excluding other primary energy consumption) by the following values. However, facilities with a total area of less than 300 m2 are excluded.
Applications | Criteria (BEI)※ |
---|---|
Offices, etc. | 0.6 (equivalent to ZEB Oriented) |
Schools, etc. | |
Plants, etc. | |
Others | 0.7 (equivalent to ZEB Oriented) |
Housing | 0.8 (ZEH level) |
※ BEI :An abbreviation of Building Energy Index.
BEI = Design Primary Energy Consumption / Standard Primary Energy Consumption
(2) Other than new construction
Take measures to improve energy-saving performance.
2 Yokohama City Building Environmental Consideration System (CASBEE Yokohama)
According to the following facility categories, it must be equal to or higher than the listed CASBEE Yokohama.
Major facilities ※1 (City Hall, City Hall, etc.) | Other facilities ※2 (Total area of 300 m2 or more) |
---|---|
S Rank | A rank |
※1 Major facilities: Facilities that are large-scale (approximately 10,000m2 or more) and used by an unspecified number of citizens
※2 Other facilities: Excludes special use such as warehouses, and extensions
3 Wood consumption
When building a new building or extension, use the following amount of wood.
Applications | Target value (m3/m2) |
---|---|
Schools, housing, etc. | 0.01 |
Citizen use facilities | 0.008 |
Others Public buildings other than those listed above | 0.005 |
The applicable use parts and buildings shall not be included in the target floor area when calculating wood consumption (m3 / m2).
・Facilities that are difficult to make wooden or woody due to laws and regulations such as the Building Standards Law and facility installation standards.
・Facilities that are difficult to make wooden or wood due to the special characteristics such as the use of facilities, security, and maintenance.
・In addition, there are reasons for difficulty in making wooden or wood.
However, even if it is difficult to make wood or wood, consider the use of wood for parts that are visited by citizens and used for general use, such as building entrances, reception desks, and facilities for tours, etc. We will strive to make wood.
Application
Applicable to those designed after April 1, 2023.
