Reduction system for city planning tax pertaining to new construction certified low-carbon houses

Overview

(1) Outline of the System

Tax Division Based on the mandatory energy-saving standards for newly built houses (FY2025 (7)), from April 1, 2022 to March 2024 In order to promote the spread of houses with higher energy-saving performance than it is now, in "houses that meet certain energy-saving standards", and between the date of new construction to January 31 of the following year It is only a fixed period of time. Handling of things built after April 1, 2024 is undecided. ) 。

"Housing that conforms to certain energy-saving standards" refers to certified low-carbon houses, ZEH-level energy-saving houses, or houses that meet the building energy consumption performance guidance standards. The following are collectively referred to as “certified low-carbon houses, etc.”

In addition, about property tax, it is reduced by property tax reduction system to affect new house.

(2) Requirements for reduction

All of the following requirements must be met.

Housing

1.New construction from April 1, 2022 to March 31, 2024.
2.Being certified low-carbon housing, etc. Specifically, it is house corresponding to any of the following (1) to (3).
 (1) Certified low-carbon housing
 (2) ZEH-level energy-saving housing
 (3) Houses that conform to building energy consumption performance guidance standards
※Documents proving these documents are issued by the following organizations.
3.The ratio of the living part must be at least half of the total floor area.

Submission of a tax return

Attach a document certifying that it is a certified low-carbon house, etc., and declare it to the ward office Tax Division house charge in the ward where the house is located by January 31 of the following year.

(3) Scope of reduction (for city planning tax only)

When 120 m2 or less One half
When it exceeds 120 m2 One half of the 120m2 equivalent (parts exceeding 120m2 will not be reduced)

(4) Duration of reduction

(5) Others

Procedure for filing

Please report to the ward office Tax Division House Section of the ward where the house is located between the date of new construction to January 31 of the following year.

A person who can declare

(1) The person (taxpayer / owner), his / her heir, or a corporation that inherits the tax obligation through a merger
(2) proxy/agent of the person (a power of attorney is required.)
(3) living together relatives requested by the person himself

When making a declaration by mail

Please mail the following documents to the ward office Tax Division House in charge of the ward where the house is located.
Also, please fill in the remarks column of the declaration form with Phone number that can be contacted during the day.

If you need a form for the tax return, please contact the ward office Tax Division House Section or download it from the above.
If you cannot file a declaration between the date of construction and January 31 of the following year, please indicate the reason in the remarks column.

(2) One of the following documents issued by a third-party organization proving that it conforms to a certified low-carbon house, etc. or a copy of it

Residential Energy Performance Certificate

Documents necessary for receiving the additional measures to be applied to the borrowing limit for special deductions such as housing loans (so-called mortgage deductions) as ZEH-level energy-saving housing

Among houses pertaining to new construction of residential houses, etc., check "1 Corresponds to houses used for houses that significantly contribute to rationalization of energy use prescribed in Article 26, Paragraph 23 of the Enforcement Order of the Special Taxation Measures Law" Is targeted. Housing Performance Evaluation Report

The evaluation of housing performance divided into 10 categories

Those that have been checked for "Insulation Performance Class 5 or higher" and "Primary Energy Consumption Class 6 or more" are eligible.

Registered house performance evaluation organization (outside site)

BELS (Building Energy Conservation Performance Labeling System) Evaluation Report

Displays energy-saving performance of buildings that have been certified by a third party

Those that satisfy any of the following 1 or 2 are eligible.
①Any of the following (1) to (8) must be described in "Special Notes".
 (1)「ZEH」
 (2)「ZEH-M」
 (3)「ZEH Oriented」
 (4)「ZEH-M Oriented」
 (5)「ZEH Ready」
 (6)「ZEH-M Ready」
 (7)「Nearly ZEH」
 (8)「Nearly ZEH-M」
②Be able to confirm the following two items from "Evaluation Results".
 (1)The value of BEI must be 0.8 or less.
 (2)Complies with the outer skin performance standard "Share Unit" and the UA value is 0.6 or less

BELS Evaluation Facility (outside site)
Notice and Certificate of Conformity for Flat 35S Completion Site Inspection (Form No. 6 or No. 7)
※Loan applications have been accepted since October 2022.
Documents required to receive Flat 35S (a mortgage loan provided by the Japan Housing Finance Agency and private financial institutions)

Those that have been checked in either “5. Energy saving” or “ZEH column (9. to 12.)” of the Interest Rate A Plan
※In the case of Flat 35 registered condominiums, a “Completion Site Inspection Application Form / Conformity Certificate Application Form (New Housing) Conformity Certificate Attached Table (No. 5, Form 3)” is also required.

Low-carbon building new construction plan (change) authorization letter of advice Documents proving that the building is a certified low-carbon building

Application for certification is required before construction starts.
