Outline of the Building Energy Conservation Act (Regulation Measures)

According to the “Law Concerning the Improvement of Energy Consumption Performance of Buildings (Building Energy Conservation Law)”, new construction of non-residential buildings with a floor area of 300 m2 or more will be confirmed by the Building Standards Law if they do not conform to the energy saving standards. You will not be able to receive a certificate.
In the case of new construction, extension or renovation of a building with a floor area of 300 m2 or more that does not fall under the obligation to conform, the owner must start construction up to 21 days before the start of construction. ※It is necessary to notify the competent administrative agency of the energy saving plan (two copies of the main and secondary copies).
(Notification is not required for non-residential buildings that are subject to standard compliance obligations.)
If it does not conform to the energy-saving standards, instructions and orders for changes may be issued.
※When attaching an evaluation report by a third-party organization certifying that it conforms to the energy-saving standards, up to 3 days before the start of construction.

In addition, for new construction, extension or renovation with a floor area of more than 10 m2 that does not fall under the requirements of conformity and notification obligations, the designer evaluates the conformity of the energy-saving standards at the time of design, and It is mandatory to explain the results of the evaluation related to energy saving.
