Consent and consultation of public facilities (drainage facilities related to public sewerage) associated with development projects

　Consent and consultation of public facilities (drainage facilities related to public sewerage) accompanying development projects is based on the City Planning Act and the ordinance on coordination of Yokohama City Development Project (hereinafter referred to as the adjustment ordinance). This is a procedure to consult with the facility manager (public sewer manager) and obtain consent.
　In order to apply for a development permit based on Article 29 of the City Planning Act, a written consent based on the results of this consultation is required.

　This consultation does not include discussions on public sewerage facilities established by anyone other than public sewerage managers along with road business, river business, harbor business, park business, land readjustment, redevelopment, prefectural housing complex, etc.

　Consultation application forms based on Article 32 of the City Planning Act and the Adjustment Ordinance Article 6 and Article 18 will be accepted after the day following the expiration of the inspection period prescribed in Article 13, Paragraph 3 of the Adjustment Ordinance. . In addition, when we correspond to development business where re-opinion was submitted or specific large-scale development business, we will accept after the end of discussion with the mayor based on adjustment regulations Article 16.

　Drainage facilities to be discussed are the following related to public sewerage.

　1 Existing public sewerage facilities to be discharged
　　　　To ensure that drainage from the development project area does not cause flood damage in the area around the discharge destination, the drainage capacity of existing public sewerage facilities that will be connected to the existing public sewerage facilities so that drainage from the development project area does not cause flood damage in the area around the discharge destination.

　2 Attributed sewerage facilities
　　　　When the road in the development project area belongs to Yokohama City, the drainage facility newly established under the attribution road will be the attribution sewerage facility to which it belongs.

　3 Drainage facilities
　　　　According to the Sewerage Law, drainage pipes, drains, and other drainage facilities necessary to allow sewage from land and buildings in drainage areas to flow into public sewers.

　This consultation is a consultation pertaining to drainage facilities related to public sewerage in the "Consent / Consultation on Public Facilities, etc." which is a book required for a development permit application. We discuss that drainage facilities targeted for discussion meet standard that Yokohama-shi established based on purpose of Town Planning and Zoning Act and adjustment regulations. Before consultation, be sure to check the standards set in Yokohama City and understand the contents. The outline of the discussion is as follows.

　1 consistency with the Yokohama City Public Sewerage Plan
　　　　Refer to the "Yokohama City Drainage Block Drawing Plan Floor Plan" and set the connection destination for rainwater drainage in the development project.
　　　　(In the diversion area, the connection destination for sewage drainage is also set.)

　2 Confirm the drainage capacity of existing public sewerage facilities that will be connected to the wastewater.
　　　　Existing public sewerage facilities that will be connected to the planned sewage volume based on the water collection area and the drainage area of existing public sewerage facilities by the development project.
　　　Confirm that it has drainage capacity. If it does not meet the standards, rainwater drainage should be installed in the development project area.
　　　It is necessary to install retarding ponds for temporary storage.
　　　　This item will be an important item that affects the entire development project plan, so please check before deciding the detailed layout of drainage facilities.
　　　Also, if you have any concerns about the confirmation method, etc., please consult in advance.

　3 Coordination with rainwater runoff control facilities installed based on the adjustment regulations
　　　　When setting up retarding ponds, coordination with rainwater runoff control facilities (Sewer River Bureau River Management Division guidance) to be installed based on the adjustment regulations is necessary.

　4 Drainage plan within the project area
　　（１） Place the drainage equipment necessary to properly drain the sewage in the set water collection area.
　　（２） When installing retarding ponds, etc., install drainage equipment so that sewage does not enter.
　　（３） If you belong to a road in the development project area, the drainage system located under the road will be a public sewer, so according to the standards of the public sewer.

　　（４） Plan the drainage system with reference to the drainage system handbook and place it appropriately. (Indoor drainage facilities are not included in the drainage facilities.)
　　　　※The drainage facilities to be placed in this consultation do not guarantee the confirmation of drainage to be carried out in each ward Public Works Office.
　　　　　After this consultation and consent, be sure to coordinate with each ward Public Works Office and apply for separate drainage confirmation.
　　　　　As a result, if the layout of the drainage system is modified, it is necessary to change this consultation.
　　（５） If there is an existing public sewerage facility in the development project area and it is necessary to replace or remove the facility, the facility with the Sewer Management Division administrator in advance.
