Water quality standards

Last Updated November 5, 2024

Water quality standards for sewage that can be drained from business establishments to public sewers are stipulated by the Sewerage Law for the purpose of preserving facilities and functions of public sewers and observing the water quality standards for effluent from wastewater treatment plants. I am.

Specific water quality standards are as shown in the following table, and are regulated as follows.

(a) Direct punishment standards (Article 12-2 of the Act (outside site), Ordinance Article 8-2 (outside site))

This standard is applied to specific business establishments in preference to the standards for setting up abatement facilities, and may be punished immediately if the quality of sewage exceeds this standard. (Article 46 of the Act (outside site))
Hazardous substances such as cadmium and cyanide are irrespective of the amount of wastewater, and phenols and copper are 50 m3 / day or more, biochemical oxygen demand (BOD), suspended matter mass (SS), Normal hexane extract content (limited to animal and vegetable oils and fats) For business establishments with a drainage amount of 2,000m3 / day or more are eligible.

(b) Abatement facility setting standards (Article 12 of the Act (outside site), Article 12-11 of the Act (outside site), Ordinance Article 6 (outside site))

It is intended for all establishments that use the public sewer continuously, and if the quality of sewage exceeds this standard, abatement facilities must be set up. If you exceed the standard, you will not be punished immediately, but you will be subject to supervision (Article 38, Paragraph 1 of the Act (External Site)) and will be punished if you do not comply with the disposition. (Article 45 of the Act (outside site)

(Remarks)
*1
As a transitional measure, provisional standards based on the Water Pollution Control Law have been set for some industries for a certain period of time.

*2
The water quality standards in [] apply to business sites that are excluded to water reclamation centers (Note 1) where the water is discharged from the sea area.
(Note 1) Water Reclamation Centers where the waters are discharged: Northern second, central and southern regions

*3
Applicable to business sites with an average amount of effluent of 50m3 or more per day.

*4
The water quality standards in this <> are specified business establishments excluded from the existing water reclamation center (Note 2) and existing specific business establishments excluded from the new water reclamation center (Note 3) (Kanagawa Prefecture Ordinance (Note 4) Applies to specific business establishments other than "new establishment" specified in 1 (1) Remarks 4 of 3). However, regarding the water quality standards for zinc and its compounds, the existing specified business sites to which the provisional standards apply are "3 mg / L" (until December 10, 2024).
(Note 2) Existing Water Reclamation Center: Central, Southern, Northern First, Sakae Second, Kohoku
(Note 3) New Water Reclamation Center: Tsuzuki, Kanagawa, Kanazawa, Western, Northern Second, Sakae Daiichi
