Judgment of wastefulness

Waste refers to waste that is no longer needed because the occupant cannot use it on its own or transfer it to another person for a fee. It is supposed to be determined by comprehensively considering the handling form, the presence or absence of transaction value, and the will of the occupant.
In addition, waste may be treated unnecessarily because it is unnecessary, and may have a potential adverse effect on the environment, such as illegal dumping. It is necessary to put it.
Whether it is waste or a valuable resource is determined by comprehensively looking at the following five factors.

1.Properties of objects

  • Is the quality suitable for the application?
    -If there are standards such as JIS standards, etc., are met?
    -Whether quality control is being done?
  • Are there any scattering, spillage, bad smell, etc.
    -Are environmental standards met?

2.Status of Emissions

  • Is it being discharged systematically?
  • Whether proper storage and quality control are being carried out

3.Normal handling form

  • Is there a market as a product?

4.Value of transaction value

  • Whether it has been transferred to the counterparty for a fee
    -There shall be no delivery of money equivalent to the processing fee regardless of the name.
    -The transfer price shall be reasonable as a commercial activity for both the delivery side and the pick-up side, even if it takes into account various expenses such as transportation costs.

5.Occupant's intentions

  • Appropriate use as the will of the occupant or the intention to transfer it to another person for a fee.
    -“Occupant's intention” means that the intention can be rationally recognized based on social wisdom from objective factors.
