Amount of dangerous materials requiring permission or notification

Last Updated October 1, 2021

Doesn't the amount of dangerous goods require permission or notification?

Dangerous goods are handled in familiar places, isn't this situation?
・The paint is stored in a single can.
・We store alcohols for disinfection
・Gasoline is stored in a warehouse
・We store lubricating oil in warehouses and factories

Storage and handling of hazardous materials

When storing and handling more than a certain amount of dangerous goods under the Fire Services Act, such as gasoline, light oil, kerosene, alcohol for disinfection, permission from the mayor and notification to the fire chief are required. In addition, dangerous goods are not stored and handled at facilities that are safe as stipulated by the Fire Services Act, the risk of fire and explosion will increase and are extremely dangerous. First of all, please check if there is any dangerous goods nearby.

Amounts requiring permission or notification

Permission to store and handle dangerous goods in excess of the designated quantity (in the case of temporary storage and temporary handling within 10 days, approval of the fire chief), dangerous goods more than one-fifth of the designated quantity (Hereinafter referred to as "small dangerous goods"), notification is required.

About designated quantity

The quantity of dangerous goods determined according to the danger is called the designated quantity.

Designated quantity of major hazardous materials

(Class 4 flammable liquids)

Product name

Designated quantity (L) Example of goods
Special inflammables 50 Diethyl ether, acetaldehyde
No. 1 Petroleum (Non-water soluble) 200 Gasoline, benzene, lacquerware thinner
(Water soluble) 400 Acetone
Alcohols 400 Alcohol for disinfection
No. 2 petroleum (Non-water soluble) 1,000 Light oil, kerosene, thinner for synthetic resin paints, synthetic resin Krier paint
(Water soluble) 2,000 Acetic acid
No. 3 Oils (Non-water soluble) 2,000 Heavy oil, creosote oil
(Water soluble) 4,000 Glycerin
Petroleum 4 6,000 Gear oil, lubricating oil
Animal and plant oils 10,000 Coconut oil, sesame oil

Example of calculation of designated quantity (when storing and handling multiple hazardous materials)

(Example 1)
When storing 180 liters of gasoline and 800 liters of kerosene

If the result of the calculation is "1" or more, it will be more than the specified quantity, so storage and handling are "permission is required" for storage and handling.

(Example 2)
When storing 300 liters of light oil and 120 liters of alcohol

As a result of the calculation, if it becomes "1/5 or more and less than 1", it corresponds to a small amount of dangerous goods, so storage and handling are "notification required" for storage and handling.
