Amount of hazardous materials that require permission or notification

Last Updated October 1, 2021

Isn't the amount of dangerous goods required to be approved or notified?

Dangerous goods that are handled in familiar places. Isn't this a situation?
・The paint is stored in a can.
・Alcohol for disinfection is stored
・Gasoline is stored in the warehouse
・Lubricating oil is stored in warehouses and factories.

Storage and handling of hazardous materials

When storing and handling more than a certain amount of dangerous materials under the Fire Services Act, such as gasoline, light oil, kerosene, and alcohol for disinfection, permission from the mayor and notification to the fire chief are required. Dangerous goods are extremely dangerous if they are not stored and handled in facilities that are secured according to the Fire Services Act, the risk of fires and explosions increases. First of all, please make sure that there is no dangerous material in your immediate vicinity.

Amount required for permission and notification

Permission to store and handle dangerous goods more than the designated quantity (approval of the fire chief in the case of temporary storage and temporary handling within 10 days), dangerous goods less than one-fifth of the designated quantity (Hereinafter referred to as "small hazardous materials"), a notification is required when storing and handling.

About designated quantity

The quantity determined according to the danger of dangerous goods is called the designated quantity.

Designated quantity of major hazardous materials

(Class 4 inflammable liquids)

Product name

Designated quantity (L) Example of goods
Special flashes 50 Diethyl ether, acetaldehyde
1 Petroleum (Non-water solubility) 200 Gasoline, benzene, racker thinner
(Water solubility) 400 Acetone
Alcoholic 400 Alcohol for disinfection
2 Petroleums (Non-water solubility) 1,000 Light oil, kerosene, thinner for synthetic resin paint, and synthetic resin crier paint
(Water solubility) 2,000 Acetic acid
Third Petroleums (Non-water solubility) 2,000 Heavy oil, creosote oil
(Water solubility) 4,000 Glycerin
4 Petroleums 6,000 Gear oil, lubricant oil
Animal and Plant Oils 10,000 Palm oil, sesame oil

Example of calculation of specified quantity (when storing and handling multiple hazardous materials)

(Example 1)
When storing 180 liters of gasoline and 800 liters of kerosene

As a result of the calculation, if it becomes "1" or more, it will be more than the specified quantity, so "permission is required" for storage and handling.

(Example 2)
When storing 300 liters of light oil and 120 liters of alcohol

As a result of the calculation, if it is "1/5 or more and less than 1", it corresponds to a small amount of dangerous goods, so "Notification is required" for storage and handling.
