Background of consideration

Business Overview

In the Yokohama City LED Security Light Business (LED Security Light Installation and Maintenance Project), in order to ensure local safety and security, we are also installing LED security lights based on applications from the Neighborhood Associations Neighborhood Association. In addition to receiving donations for LED security lights from developers and others, we also provide subsidies to support the maintenance and management of local security lights owned by Neighborhood Associations Neighborhood Association.

Examining issues and new business methods

Regarding maintenance, security lights, which were previously managed by Neighborhood Associations Neighborhood Association, have been converted to LEDs since 2009 and have been implemented as owned by the city. Currently, we have contracted with multiple operators, including ESCO operators, for LED security lights of about 180,000 LED security lights throughout the city, responding to problems such as non-lighting, and rebuilding of aging steel pipe pole security lights We carry out rebuilding.
On the other hand, there are many issues such as dealing with aging steel pipe poles (reconstruction, removal, etc.), renewal of lighting fixtures that have passed the life of the light source, and leveling the financial burden.
Therefore, in order to maintain LED security lights in Yokohama City in anticipation of fiscal 2027 and beyond after the end of the ESCO business, we will consider comprehensive maintenance of approximately 180,000 lights (equipment update, report reception, site investigation, defect repair, new installation and removal, various communication coordination, etc.) including the introduction of PPP method.

Targets	City-managed LED security light Location: One yen in Yokohama city Scale: Approximately 180,000 lamps (approximately 160,000 utility poles, approximately 20,000 independent pole (steel pipe pole) type), and additions after the start of business
Conditions for maintenance	Comprehensive maintenance (assumed: Report reception, security light maintenance and management system, business records and reports, lighting updates, site investigation, defect repair, etc., installation and removal of lamps and steel pipe poles, emergency response, various communication adjustment, etc.)
Content of dialogue	Based on the above "target" and "conditions for maintenance", we will ask about the business scheme (business contents, operating costs (estimated), consideration for small and medium-sized enterprises in the city), etc. and other items. (Please submit the "Preliminary Hearing Sheet" as a dialogue material by the deadline and implement it.)
