City planning proposal system

Until now, city planning has been determined based on the City Planning Act, taking into account the overall balance, but in the revision of the City Planning Act in January 2003, landowners etc. met certain conditions A system established as a way to propose city planning to the government after meeting.
The conditions required for the proposal are as follows.
- Area of an integrated group of land of 0.5 ha or more
- Comply with legal standards for city planning, such as "Development, Development and conservation Policy of Urban Planning Areas"
- There must be at least 2/3 consent (number of people and area) of landowners in the proposed area
