1 Pet measures in the event of a disaster
About pet measures at the time of disaster in Yokohama, we summarized in "Pet measures at the Time of Disaster-Guidelines for Evacuation with Pets" in May 2011.
The contents are based on the Yokohama City disaster preparedness plan (Earthquake Disaster Countermeasures), the Yokohama City evacuation shelter Opening and Operation Manual, and the Guidelines for Disaster Countermeasures for People and Pets (outside site) (Ministry of the Environment).
Local residents, such as those who own pets and those who operate evacuation shelter, should widely understand "evacuation with pets" and prepare for normal times so that confusion at evacuation sites does not occur in the event of a disaster. Please use it as a guideline for promoting your efforts.

2 Evacuation with pets
Pet evacuation means evacuating with pets to evacuation shelters such as evacuation shelter when a disaster occurs. It is a word that indicates evacuation behavior, and does not mean that the owner keeps and manages pets in the same room in the evacuation center.
Evacuation of pets is a necessary measure not only for animal welfare, but also from the perspective of preventing harm to humans by wandering animals and living environment conservation.
(1) About evacuation destination, evacuation behavior
Consider and prepare various evacuation behaviors, such as (1) evacuation at home (evacuation at home), (2) breeding at temporary storage locations, and (3) evacuation to evacuation shelter.
(2) Precautions for evacuation of pets to evacuation shelter during an earthquake
In evacuation shelter, many survivorss live together and some people are not good at animals and others cannot stay with animals due to animal allergies. Considering that there are such evacuees, always consider pet measures according to the actual situation of evacuation shelter, such as examining the location of temporary breeding places.

For those who will consider measures to evacuate pets in evacuation shelter from now on, points of preparation necessary in advance, such as setting up temporary breeding places and breeding rules, as well as preparation for actual disasters - reception flow. It also contains the experiences and advice of local people who are already working on it, so please use it for your efforts to accept pet evacuees.

In Yokohama City, in order for each evacuation shelter to operate smoothly in the event of an earthquake, we ask each evacuation shelter Steering Committee member to set up a temporary breeding place for pets and create pet breeding rules in preparation for normal times.
In addition, with the cooperation of evacuation shelter, which is advancing efforts to accept evacuees with pets, we have compiled examples of activities so far, and have been prepared as a collection of examples of activities to date. Please use it as a reference for having each evacuation shelter Steering Committee and Owners' Association to consider temporary breeding places and breeding rules.

Preparation from around 3 days
In order for people and pets to evacuate safely, do not disturb others around them, and to spend time at evacuation destinations such as evacuation shelter, where they live together.
To the Owners
1 Specify the owner
In the turmoil during a disaster, you may be separated from your pet. Make sure that the owner is clearly specified for your pet.
2 discipline
Make basic discipline to prevent trouble at the base and to avoid disturbing other evacuees.
① Get used to contact with humans and animals
② Get used to a variety of sounds and things
③ Get used to the carry bag or cage
④ Try not to bark unnecessarily (no ring)
⑤ Try to touch anywhere in your pet's body
3. Secure evacuation supplies for animals
evacuation shelter does not stockpiling pet supplies such as pet food or cages. Prepare an "emergency carry-out bag" containing supplies for at least 5 days (preferably 7 days or more) along with a carry bag or cage used when evacuating with your pet.
Example) Food, water, medicine, pet sheets, leads, manure processing equipment, breeding notebook (owner's contact information, pet photo, etc.), etc.
4 Health management
Let's carry out rabies vaccination, vaccine, extermination of ticks and fleas on a regular basis.
5 Cooperation system between owners
When evacuating a pet in evacuation shelter, the owner is responsible for breeding and hygiene management of pets in the temporary breeding area. It is important to create a cooperative system between owners by taking advantage of opportunities such as disaster drill, organizing an "Owner's Association (tentative name)" among owners and deciding representatives of the association.
6 Securing a temporary storage place for pets
It is important to secure a temporary storage place for pets in advance, assuming that it is difficult to evacuate to evacuation shelter. It is very difficult to find a temporary storage destination after a disaster occurs, so make adjustments in advance.
