1 Pet measures in the event of a disaster
About pet measures at the time of disaster of Yokohama-shi, we summarized in "pet measures at the time of disaster-guidelines for evacuation with pets-" in May, 2011.
The content is based on the disaster preparedness plan, Yokohama City (Earthquake Countermeasures Edition), Yokohama City evacuation shelter Opening and Operation Manual, and Guidelines for Disaster Countermeasures for People and Pets (outside site) (Ministry of the Environment).
Please use it as a guideline to encourage local residents, such as those who have pets and those who operate evacuation shelter, to understand the evacuation of pets, and to prepare for normal times so that confusion at evacuation destinations will not occur in the event of a disaster.

2 Evacuation of pets
Evacuation with pets means evacuating to shelters such as evacuation shelter with pets in the event of a disaster. It is a word that indicates evacuation behavior, and does not mean that the owner breeds and manages pets in the same room in the evacuation center.
Evacuation of pets is a necessary measure not only from the viewpoint of animal welfare, but also from the viewpoint of preventing harm from wandering animals to humans and living environment conservation.
(1) Evacuation destinations and evacuation behavior
Consider and prepare various evacuation actions, such as (1) evacuation at home (evacuation at home), (2) breeding at temporary shelters, and (3) evacuation to evacuation shelter, depending on the situation of the disaster.
(2) Precautions when evacuating pets to evacuation shelter in the event of an earthquake
In evacuation shelter, many survivors people live together in evacuation lives, and some people are not good at animals or cannot stay with animals due to animal allergies. Considering the presence of such evacuees, always consider pet measures according to the actual situation of evacuation shelter, such as considering the location of temporary breeding places.

For those who are considering measures to evacuate pets in evacuation shelter from now on, we have summarized the necessary preparations such as setting temporary breeding places and breeding rules, as well as the flow of preparations in case of actual disaster to reception. It also contains experiences and advice from local people who are already working on it, so please use it for efforts to accept pet evacuees.

1 About "collection of examples of setting of temporary breeding places for pets at the time of disaster" and "operation manual for opening and operating places for pets (draft)"
In order to ensure that each evacuation shelter operates smoothly in the event of an earthquake, we ask the members of the evacuation shelter Steering Committee to set up temporary shelters for pets in preparation for normal times and to create rules for raising pets.
In addition, with the cooperation of evacuation shelter, which is promoting efforts to accept evacuees with pets, we have compiled examples of our activities so far and created them as "Collection of Temporary Pet Breeding Places for Disasters" and "Manual for Opening and Operation of Temporary Breeding Places for Pets (draft)". Please use it as a reference for each member of the evacuation shelter Steering Committee and the owners' association to consider temporary breeding places and breeding rules.

2 About evacuation center establishment and operation training guidelines (2nd edition) in consideration of measures against COVID-19 infection

People and pets need to be prepared on a daily basis to evacuate safely, avoid disturbing others, and spend time at evacuation destinations such as evacuation shelter where they live together.
To the owners
1 Clarification of the owner
In the turmoil of a disaster, you may be separated from your pet. Make sure that the owner is clearly indicated for your precious pet.
2 discipline
Basic discipline should be done to prevent trouble at the base or not to bother other evacuees.
① Get used to contact with humans and animals
② Get used to various sounds and things
③ Get used to carrying bags and cages
④ Try not to bark unnecessarily (do not sound)
⑤ Try to touch it anywhere in your pet's body
3 Securing Evacuation Equipment for Animals
There is no stock of pet food or cages in evacuation shelter. Prepare an "emergency carry-out bag for pets" that contains at least 5 days (preferably 7 days or more) along with carry bags and cages used when evacuating with pets.
Example) Food, water, medicine, pet sheets, lead, manure processing equipment, breeding notebook (owner's contact information, pet photo, etc.), etc.
4 Health Management
Let's carry out rabies vaccination, vaccine, extermination of tick and flea on a daily basis.
5 Cooperation between owners
When evacuating pets to evacuation shelter, the owner is responsible for breeding and hygiene management of pets in temporary pet breeding areas. It is important to create a cooperative system between owners by seizing opportunities such as disaster drill and organizing an "Owner's Association (tentative name)" among owners and deciding on representatives of the association.
6 Securing places for temporary storage of pets
It is important to secure a temporary storage place for pets in case it is difficult to evacuate to evacuation shelter. It is very difficult to find a temporary storage place after a disaster occurs, so make adjustments in advance.
