Introduction
This manual is a summary of procedures for the operation and operation of the evacuation shelter, with the members of the steering committee and evacuees working together until 72 hours after the earthquake.
In opening and operating, it is important to act with the following points in mind.
- In evacuation shelter, all evacuees must provide support for the operation.
- Only the members of the Steering Committee do their best not to get tired.

Manual for the establishment and operation of evacuation shelter (revised in September 2023)
We have been reviewing our management methods in evacuation shelter in line with changes in social conditions and external factors, such as the transition of COVID-19 under the Infectious Diseases Control Law to Class 5 and the termination of the operation of J-anpi.
The content of these revisions was reflected in the evacuation shelter Operation Manual, and some revisions were made. The main revisions are as follows.
- Adding or modifying descriptions related to safety confirmation at the time of establishment of a base
- Addition / modification of descriptions related to infectious disease countermeasures at bases after the transition to COVID-19 Class 5
- Adding "Training"
- Adding or modifying descriptions due to the end of operation of J-anpi
- Update the list of evacuation shelter stockpiled items (deployed quantity and current status per base)

In affected areas, there are various problems that take advantage of the confusion caused by disasters. Above all, at evacuation centers, it is important to prevent women from consulting anyone about requests such as securing changing rooms and childcare spaces, and to prevent the occurrence of crimes against women at blind spots.
In order to ensure that everyone can live an evacuation life in evacuation shelter in the event of a disaster, the secondary disaster has created a pamphlet that summarizes matters that need to be considered within the site.
