First of all,

 This manual summarizes the procedures for establishing and operating the evacuation shelter within 72 hours after the earthquake.
When opening and operating, it is important to act with the following points in mind.

  • In evacuation shelter, all evacuees should be responsible for their operations.
  • Only the members of the Steering Committee should not be tired because they do their best
  • In the event of a disaster, the evacuation shelter and the areas where people affected by the disaster are located.

Check the contents of this manual on a regular basis, and check the procedures for opening and operating bases.

 We have reviewed the management methods in evacuation shelter in line with changes in social conditions and external factors, such as the shift in the position of COVID-19 under the Infectious Diseases Control Law to Class 5 and the end of operation of J-anpi.
 The content of these revisions were reflected in the evacuation shelter Opening and Operation Manual, and some revisions were made. The main changes are as follows.

  • Adds and modifications related to safety confirmations at the time of establishment
  • Add / modification of descriptions related to infectious disease countermeasures at bases after the transition to Corona 5
  • Addition of "Training"
  • Adds and modifications to the end of J-anpi
  • Updated the list of stockpiled items at evacuation shelter (the quantity and current status per site)

Starter kit that takes into account the differences in needs of men and women

 In affected areas, various problems have arisen in the wake of disasters. Above all, in evacuation shelters, it is important to prevent the occurrence of situations where women cannot consult anyone about requests such as securing changing rooms and childcare spaces, and the occurrence of crimes against women in blind spots.
 In the event of a disaster, we have created a pamphlet that summarizes the matters that need to be considered within the evacuation shelter so that everyone can live safely insecondary disaster in the event of a disaster.
