Penalties (fines) system for those who do not adhere to the classification rules

Purpose of introduction of the system

Based on the G30 Plan, Yokohama City has been promoting separation and recycling by expanding the number of items household garbage. Many citizens and businesses
Thanks to the understanding and cooperation of others, we have been able to reduce the amount of burnable garbage.
In order to ensure thorough separation, the household garbage has been providing information on residents' briefing sessions and raising awareness through the removal of garbage, and providing guidance at collection sites.
I'm here. Regarding business-related waste, we have been calling for separation of garbage, such as conducting inspections at incineration plants, but we have been calling for garbage separation.
In some cases, the classification rules have not been observed yet.
Under such circumstances, even if guidance is given repeatedly, etc., in order to comply with the separation rules necessary for the formation of a recycling-oriented society, rules are also provided.
For those who do not adhere to the procedure, we have established a procedure to improve, and ultimately impose penalties (2,000 yen fine).

Framework of the System
Revised on September 28, 2007, "Reduction and Recycling of Waste in Yokohama City"
In the "Regulations on Appropriate Processing," the following is defined.

Garbage and recyclables can be disposed of according to the determined classification and discharge method.

Obligations

It is obligatory to dispose of garbage according to the classification and discharge method specified in the general waste treatment plan.

Procedure Flow

When we put out garbage which does not follow classification classification, we guide as follows. → Recommendation → Order and do not separate garbage within one year after the order
If you issue it, you will be charged a penalty (2,000 yen fine).

It is intended for those who can separate but do not try to sort.
If the classification is incorrectly identified due to misunderstanding, etc., it will not be subject to recommendations, orders, or fines.
(Those who have been instructed are eligible.)

To businesses (about business-related waste discharge, etc.)

Obligations

It is obligatory to dispose of garbage in accordance with the classification classification and discharge method specified in the general waste treatment plan.

Procedure Flow
In the event of violation of the obligations, the following guidance → Recommendation ⇒ Announcement ⇒ Proceed in stages with the order, and do not separate within one year after the order
If you put out the garbage, you will be charged a penalty (2,000 yen fine) or bring the garbage that violated the order was brought into the city's treatment facility
Time refuses to accept garbage

Recommendations, orders, and fines

All businesses in the city are eligible.
However, businesses that have notified in advance (offices, local work sites, etc. are located in the house, and the amount of garbage is constant.
Emissions are permitted to be discharged according to household garbage's classification and emission rules.
However, if a company recognized as household garbage disposes garbage that does not comply with the classification of household garbage, guidance will be provided. → Recommendation ⇒ Order
Penalties (2,000 yen fine) will be imposed if you dispose of garbage that is not separated within one year of order.
