Neba Station area town development agreement

(Objective)
Article 1 The purpose of this agreement is to promote town development in the area around Niiba Station, and to maintain and improve the urban environment of this area well by establishing matters that complement the area around Niiba Station.
(Definition of terms)
Article 2 The definition of terms in this agreement shall be as stipulated in the City Planning Act and the Building Standards Act.
(Name)
Article 3 This agreement is referred to as the Niba Station Area Town Development Agreement.
(Town development agreement area)
Article 4 The target area of this agreement shall be the area around Niwa Station district planning area. (In addition, we divide area according to purpose of land use according to attached district plan summary figure.)
(Agreement on Community Development)
Article 5 In this area, we shall endeavor to comply with the following matters.
Common to all districts
(A) 2. From the boundary of the line displayed in the attached district plan summary map 2. 5 meters or 1. The retreat of 0 meters will be maintained in a sidewalk shape (equivalent to asphalt pavement or higher).
However, the retreating part of the waterway shall be excluded.
(B) In order to function as a space for pedestrians, the sidewalk-like part will not be used as an installation or parking lot for advertising materials that hinder pedestrian traffic.
(C) Regarding the retreat of the wall along the Kawasaki Machida Line, if there is enough room on the sidewalk, etc., the installation of street tools (street furniture) such as benches that are friendly to people is permitted.
D) Regarding the retreat of the wall along the station south and east-west roads (three systems from (1) to (3)), structures, etc. shall not be installed, including the sky.
E The area around the entrance of the building in the district shall eliminate steps from the sidewalk, and aim to create a barrier-free town that is easy for the elderly and the disabled to use.
(F) Advertising materials and signboards shall comply with the Yokohama City Outdoor Advertising Ordinance.
When installing bicycle storage, storeroom, garbage storage, etc., consideration shall be given to the structure, position, etc.
(C) The parking space required for the building shall be secured on the same site as much as possible.
Re The handling space required for the building shall be secured on the premises.
We shall secure green space as much as possible on the site of the building.
The color of the outer wall of the building or the pillars and roofs in place of this shall be in a color tone that considers the surrounding environment.
In the retreat of the wall along the waterway (open space along the sidewalk), facilities such as lighting will be installed to illuminate the open space along the sidewalk, and efforts will be made to contribute to local safety and security.
2 Ekimae Area
(A) The pocket park displayed in the attached district plan outline map will not be used as a parking lot for advertising materials that hinder the passage of pedestrians in order to function as a space where people can gather and relax. In addition, we will work to install street tools (street furniture) such as planting and benches that are friendly to people.
(B) The retreat of the wall along the waterway floor extending from the station square to the west (open space along the sidewalk) creates an open alley space as much as possible, and enhances the attractiveness of commercial facilities and the like by planting.
Misumi Coexistence Area
(A) If a building is newly established in the area and the building is adjacent to a factory and a residence, in principle, the distance from the adjacent land of the wall line of the new building can coexist with the residence in the area. If the site area is 500 square meters or more and less than 700 square meters, it shall be 1.0 m or more, and planting shall be secured as much as possible in the open space.
(B) The retreat of the wall along the waterway floor (open space along the sidewalk) displayed in the attached district plan outline map shall produce as open alley space as much as possible, and shall not install structures, including the sky.
However, facilities that contribute to local safety and security, such as fences installed on retaining walls and retaining walls, and lighting to illuminate open spaces along the sidewalk, shall be excluded.
Responsibilities
Article 6 Land owners in this area, those who have land rights and lease rights for the purpose of owning buildings, and those who aim to use buildings (hereinafter referred to as "land owners, etc.") shall comply with this agreement and strive to maintain and improve a favorable environment.
When 2 landowners are going to build a building, they shall consult with the Steering Committee stipulated in Article 7 in advance.
(3) When transferring ownership, etc., the owners of the land shall explain the contents of this agreement to the person who newly acquires the rights and pass it on to the person who newly acquires the rights.
(Management Committee)
Article 7 In order to handle matters related to the operation of this agreement, the Niiba Station Area Town Development Agreement Steering Committee (hereinafter referred to as the “Committee”) will be established.
2 committees organize with one chairperson, two vice chairpersons, and a few committee members selected from members in the town development agreement area of the Niba Station Area Town Planning Council.
3 committees shall be placed in the Niiba Station area town planning council.
(Role of the Steering Committee)
Article 8 The building plan attached to the attached registration form shall be examined whether it conforms to this Agreement.
2 If applicable, it shall be approved and stamped with the attached registration form and returned to the business operator.
3 If it does not conform, the Steering Committee shall discuss and coordinate.
(Miscellaneous Rules)
Article 9 In the event of any matters or doubts that are not stipulated in this agreement, the Committee shall discuss and determine them.
