Business Overview
Toukyu Toyoko Line / Meguro Line is a direct connection between Nishiya Station on the Sotetsu Main Line and Yokohama-Hazawa Station on the JR Tokaido Freight Line and the Sotetsu / JR Direct Line, which runs through the Tokyu Sotetsu / JR Line, and the JR Tokaido Freight Line from Yokohama-Hazawa Station on the JR Tokaido Line via the Shin-Yokohama Line.
This project is being promoted as an express delivery improvement project based on the Act on the Promotion of Convenience of Urban Railways, etc., to improve express delivery between the western part of Yokohama City, central Kanagawa Prefecture, and central Tokyo, and to form a wide-area railway network. You.
The Sotetsu-JR Direct Line opened in November 2019, and the Sotetsu-Tokyu Direct Line opened on March 18, 2023. Currently, we are working on remaining construction such as road restoration around the station.

If the express delivery improvement plan is approved by the Minister of Land, Infrastructure, Transport and Tourism, it will be deemed to have been approved by the Railway Business Law and will be commercialized.
Field surveys and designs such as geological surveys and surveys will be conducted, and the necessary land will be acquired through procedures for environmental impact assessments and city planning decisions, and construction of new lines will be started.
Yokohama City, based on the Act on Promotion of Convenience such as Urban Railways, is taking measures such as subsidizing project costs to the maintenance entity together with the national and prefectural governments.
Maintenance effect
The western part of Yokohama City and the central part of Kanagawa Prefecture are directly connected to central Tokyo, improving the convenience of transportation such as improving express delivery between the two regions, increasing the number of route options, reducing the number of transfers, and improving access to the Shinkansen. Contribute to the development of Shin-Yokohama and the revitalization of the region along the Sotetsu Line.

Overview of the Act on Promotion of Convenience for Urban Railways
The law was enacted in August 2005 to establish a new railway development method aimed at improving express delivery and facilitating the use of station facilities by effectively utilizing existing stock of urban railways.
This is a system based on a vertical separation system that separates the maintenance entity that maintains facilities and the business entity that operates. The maintenance entity, with the assistance of the national and local governments, raises the remaining operating costs and maintains facilities. The operating entity pays the facility usage fee to the maintenance entity and operates it.
