How to proceed with cadastral surveys

About implementation district
In Yokohama-shi, we establish conduct district in the city every year from 1958 and carry out cadastral investigation.
At present, cadastral surveys have been completed in about 30% of the city area.

About the work procedure
The cadastral survey will be conducted over approximately three years for each implementation area.
Of the following work procedures 1 to 9, 1. From the local briefing to 3. Survey of the current situation in the first year, 4. From the restoration survey to 6. Surveying will be carried out in the second year, and from 7. browsing to 9. sending to the registry office will be carried out in the third and subsequent years.
This is the standard work procedure from FY 2008. (The procedure may change.)
1.Local briefing
We have local residents who conduct the survey gather and hold briefings on the contents and necessity of the survey.
2.Installation of the root of the figure
We install point (the root of figure) which becomes standard of surveying in investigation area.
The root points such as stakes and studs may be installed not only on the road but also on private land, so please cooperate.
3. Current Survey
For each land, in addition to investigating and surveying the location of local boundary piles and fences in advance, check the boundaries of roads and waterways, and create basic materials for the subsequent one-stroke land survey (local witness) .
We may enter your land, so please cooperate.
4.Restoration survey
Restore local boundaries from official maps and land area survey maps.
We will also restore the boundaries of private land, so we may enter your land and mark (yellow paint, etc.), so please cooperate.
5.One-stroke survey (on-site witness)
For each land, we will investigate the lot number, land pattern, owner, and boundary with the presence of landowners and related parties.
The survey will be conducted based on the registry and official map provided by the registry office. In addition, if there are materials such as land area survey maps, the materials will be used as reference.
The land owners and related parties will be notified by mail at least two weeks before the scheduled date of the witness date of the one-stroke survey.
If you wish to change the date of the meeting, please contact the contractor or Land Registry and Survey Division as soon as possible.
Those to be brought to the local witness
- Drawings related to your land (only if you have one)
- (If the landowner is not present) Power of Attorney
- If you have drawings such as survey maps for your land, please bring it with you when you are present as reference materials.
- Depending on the person who has more than one land and the shape and location of the land you have, we may ask you to be present more than once.
- If the landowner is unable to attend, he may appoint proxy/agent by submitting a power of attorney. (The power of attorney form will be enclosed in the witness notice.)
- If no piles are installed at the location where the boundary was confirmed, temporary piles for surveying may be installed or paint may be displayed.
- Depending on the situation of the land, it is possible to investigate as if there was a division or merger of the land. (Because there are various conditions, please ask the person in charge for details.)
6.Surveying
Based on the results of the one-stroke land survey (local witness), we will conduct an accurate survey of each land again.
※When conducting surveys, we will proceed without asking landowners to be present. .
7.Browse
Land owners and related parties should confirm the book (cadastral book) and map (cadastral map) created by field surveys and surveys.
Reading will be carried out at the venue adjacent to the survey area and at the city hall. (The schedule will be notified by mail to landowners and related parties at least two weeks before the start date.)
What you bring for reading
- Drawings related to your land (only if you have one)
- In addition, what you bring will be described in the “Notice of Reading”.
- If there is an error in the results of the survey, please report during the browsing period (20 days).
- If there is a request for correction, we will re-examine it.
8.Reinvestigation
We will re-examine matters for which correction was requested at the time of browsing.
※If the "Cadastre Book" and "Cadastre Map" are changed due to a re-examination, the consent of the landowner / related parties will be renewed.
9.Send to the registry office
After the re-examination, a copy of the "Cadastre Book" and "Cadastre Map" will be sent to the registry office (Legal Affairs Bureau) after receiving the certification of the prefecture and the approval of the government.
At the registry office, the land registry is rewritten based on the results of the cadastral survey, and an accurate map is provided.
Requests for Implementation
Power of Attorney
If the landowner is unable to attend a one-stroke survey, he may appoint proxy/agent by submitting a power of attorney.
When the registered holder is not present and proxy/agent is present
A power of attorney of the registered holder is required. (Even if the family of living together is present, a power of attorney is required.)
If the registered holder is dead
If there is only one heir
- If the heir is present, a power of attorney is not required.
- If the heir delegates a witness to proxy/agent, a power of attorney is required.
If there are multiple heirs
- A power of attorney is not required if everyone is present.
- If everyone is unable to attend, a power of attorney is required for all heirs who are not present. (For example, if there are five heirs of the registered holder and one attends on behalf of them, four power of attorneys who do not attend are required.)
About filling out a power of attorney
The form of the power of attorney will be enclosed in the announcement of the one-stroke survey. Please refer to the following example. (Any format is acceptable as long as required items is described.)

When land boundaries cannot be confirmed
Land where the boundary cannot be confirmed or land where the owner etc. does not attend the one-stroke land survey will be investigated as "Brush world undecided".
In order to resolve the undecided brush world, it is necessary to determine the boundaries between landowners and notify the registry office again, but in this case, the cost of surveying and registration work will be borne by the individual.
Please give sufficient discussions between landowners so that the brush world is not undecided as much as possible.
