How to proceed with cadastral survey

About implementation district

In Yokohama City, since 1958, the implementation district in the city has been determined every year and a cadastral survey has been conducted.
Currently, cadastral surveys have been completed in about 30% of the city area area.

About work procedure

The cadastral survey will be conducted over approximately three years for each implementation district.
Of the following 1 to 9 work procedures, 1. From the local briefing session to 3. Surveying the current situation survey, 4. From restoration survey to 6. surveying will be carried out in the second year, and 7. browsing to 9. Sending to the registry office in the third year or later.

This is a standard work procedure from 2008 onwards. (Procedures may change.)

1.Local briefing session

We will have the local residents conducting the survey gather and hold a briefing session on the contents and necessity of the survey.

2.Installation of root points

We install point (root point of figure) which becomes standard of surveying in survey area.

As we may install root points such as piles and tacks may be installed not only on the road but also on private land, please cooperate.

3. Status survey

For each land, we investigate and survey the positions of local boundary piles and fences in advance for each land, inspect the boundaries of roads and waterways, and create basic data for subsequent one-stroke land surveys (local witnesses).
We ask for your cooperation as we may enter your land.

4.Reconstructed survey

Restore local boundaries from official maps and land area survey maps.
The boundaries of private land will also be restored, so we may enter your land and give a mark (yellow paint, etc.), so please cooperate.

5.One-stroke site survey (on-site witness)

For each land, we will investigate the lot number, land pattern, owner, boundary by the presence of landowners and stakeholders.
The survey will be conducted based on the registry and official maps provided by the registry office. In addition, if there are materials such as land area survey maps, the materials will be used as reference.
The witness date of the one-stroke land survey will be notified by mail to landowners and related parties at least two weeks before the scheduled date.
If you wish to change the witness date, please contact the contractor or Land Registry and Survey Division as soon as possible.

Those to be brought to the local witness

  1. Drawings, etc. about your land (only if you have one)
  2. (If the land owner is not present) Power of Attorney
  • If you have drawings such as surveying maps for your land, please use them as reference materials, so please bring them when you are present.
  • Depending on the person who has multiple land and the shape and location of the land you have, you may be asked to attend multiple times.
  • If the landowner is not present, proxy/agent may be appointed by submitting a power of attorney. (The letter of attorney will be enclosed in the notice of attendance.)
  • If piles are not installed at the location where the boundaries were confirmed, temporary piles may be installed for surveying and paint may be displayed.
  • Depending on the land conditions, it is possible to investigate as if there was a land split or merger. (There are various conditions, so please ask the person in charge for details.)

6.Surveying

Based on the results of the one-stroke land survey (on-site witness), we will conduct accurate surveys on each land again.

※When conducting surveys, we will proceed without asking the landowner to be present.

7.Viewing

Land owners and related parties should confirm the draft book (cadastral book) and map (cadastral map) created by field surveys and surveys.
Reading will be carried out at the venue next to the survey area and the city hall. (The schedule will be notified by mail to landowners and related parties by mail at least two weeks before the start date.)

What you need to bring for viewing

  1. Drawings, etc. about your land (only if you have one)
  2. In addition, what you bring will be described in the “Notice of Viewing”.
  • If there is an error in the results of the survey, please report it during the browsing period (20 days).
  • If there is a request for correction, we will re-investigation again.

8.Re-survey

We will re-examine the matters for which correction was requested at the time of inspection.
※If the "cadastral book" or "cadastral map" are changed due to a re-examination, the consent of the landowner and related parties will be obtained again.

9.Send to the registry office

After the re-examination, a copy of the "cadastral register" and "cadastral map" will be sent to the registry office (legal bureau) after receiving the certification of the prefecture and the approval of the country.
At the registry office, the land registry is rewritten based on the results of the cadastral survey and an accurate map is provided.

Requests for Implementation

Power of Attorney

If the landowner (registered holder) cannot attend the one-stroke land survey, he / she may appoint a proxy/agent by submitting a power of attorney.

Where the registered holder is not present and proxy/agent is present

You will need a power of attorney for the registered holder. (Even if a family of living together is present, a power of attorney is required.)

When the registered holder is dead

When there is only one heir
  • A power of attorney is not required if the heir is present.
  • If the heir delegates the witness to proxy/agent, a power of attorney is required.
When there are multiple heirs
  • You do not need a power of attorney if you are present with everyone.
  • If everyone cannot be present, a power of attorney is required for all heirs who will not be present. (For example, if there are five heirs of the registered holder and one is present on behalf of you, you will need four power of attorneys who will not be present.)

About entry of power of attorney

The form of power of attorney will be enclosed in the notice of the one-stroke survey. Please fill in the form by referring to the following example. (Any format is acceptable if required items is described.)

When land boundaries cannot be confirmed

Land where the boundary cannot be confirmed or land where the owner does not attend the one-stroke land survey will be investigated as "Brush world undecided".

In order to resolve the pending world undecided, it is necessary to determine the boundaries between landowners again and notify the registry office. In this case, the cost of surveying and registration work will be borne by the individual.
Please discuss enough between the landowners so that the writing world is not determined as much as possible.
