Yokohama City Crime Victims Support Ordinance

Yokohama City has established a Crime Victim Consultation Office since 2012, and provides various support based on the "Yokohama City Crime Victims Support Ordinance".

Support based on the ordinance

Oh The recipients in the table below are, in principle, those who have suffered crime and their families, bereaved families, etc. (hereinafter referred to as crime victims, etc.) who live in Yokohama City, but depending on the content of the support. Is different. First of all, please consult with the Yokohama City Crime Victims Consultation Office.
Oh There are certain requirements for support. As a general rule, it is limited to cases where the damage can be objectively confirmed, such as when the damage report is received by the police.
Oh Support with "★" applies to crime damage that occurred after the day the Yokohama City Crime Victims Support Ordinance was promulgated (December 25, 2018). Please note that there is a deadline for application.
Oh The content of the support system was revised on April 1, 2022. The main changes are as follows.
 ・Changed the name of “expensive money” as financial support.
 ・As a sexual crime damage exemption fee, 50,000 yen was paid to victims of disagreement sexual intercourse and attempted offenses
  *100,000 yen (increase; however, limited to damage arising from or after April 1, 2022) March 31, 2022
   As for previous damage, 50,000 yen will be paid as before)
  *50,000 yen (newly established; however, limited to damage arising on or after April 1, 2022)
  Changed to
Oh From April 1, 2023, as part of daily life support, we will support the cost of using a food distribution service or food delivery service. (However, limited to damage that occurred after April 1, 2023)

[Consultation and Information Provision]
Consultations are available via telephone, fax, e-mail, etc. In addition, we will provide necessary information and coordinate communication with related organizations.
[Support for mental damage]
Counseling is provided by counselors with professional qualifications such as certified psychologists and clinical psychologists.
[Number of times, etc.] Up to 10 times per proposal.
[Target persons] Citizens such as crime victims who have been recognized as need for counseling
[Support for Legal Issues]
Legal consultation will be provided by lawyers who are familiar with crime damage on legal issues caused by crime damage.
[Number of times, etc.] Free up to 2 times per proposal.
[Target persons] Citizens such as crime victims who have been recognized as need for legal consultation

Daily life support

[Housework and nursing care support]★
For those who have difficulty in housework or nursing care due to crime damage, we will support 90% of the cost of using the home help service.
100% is subsidized for social security households and households exempt from residence tax.
[Number of times, etc.] Up to a total of 72 hours up to 4,000 yen per hour.
[Target persons] Those who have suffered crime (death, serious injury or sexual damage * 1) and their families, bereaved families and bereaved families.
[Temporary childcare support]★
For those who have difficulty in childcare for preschool children due to crime damage, we will support 90% of the use of temporary childcare.
100% is subsidized for social security households and households exempt from residence tax.
[Number of times, etc.] Up to 10 times up to 2,500 yen per time
[Target persons] Those who have been committed to crime (death, serious injury or sexual damage * 1) and their families, bereaved families and citizens
[Support for the use of food distribution service]★
For those who have difficulty in preparing meals due to crime, we will support the cost of using a food distribution service or food delivery service.
[Number of times, etc.] Up to 30 times up to 1,000 yen per time.
[Target persons] Those who have been committed to crime (death, serious injury or sexual damage * 1) and their families, bereaved families and citizens
※1 Includes death, serious injuries requiring more than one month of treatment, crimes such as disagreement, attempted crimes, and sexual offenses that result in disagreement and sexual offense.

Reduction of economic burden

[Payment of support money]★
In order to reduce the financial burden caused by crime damage, we will provide support money according to damage.
[Content] Survivors' support money 300,000 yen Heavy injury and illness support 100,000 yen for sexual crime damage support 100,000 yen or 50,000 yen
[Target persons] Citizens and their families and bereaved families affected by crime (death, serious injury or sexual damage * 2)
※2 Includes death, serious injuries that require more than one month of treatment and hospitalization for more than 3 days, hospitalization, crimes such as disagreement sexual intercourse, attempted crimes that result in disagreement and obscene crime. (excluding negligence in traffic accidents, etc.)

Housing Support

[Relocation Support]★
Subsidize the cost of moving from a house that has become difficult to live due to crime damage to a new home, or to return from a new house to the original residence, or to another house in the city .
[Number of times, etc.] Up to twice a maximum of 200,000 yen per time.
[Target persons] Citizens and their families of living together who suffered crime (death, serious injury or sexual damage*3) and their families of living together
※3 Applicable to victims of death, serious injuries requiring more than one month of treatment, crimes such as disagreement, and sexual offenses who have attempted crimes. (excluding negligence in traffic accidents, etc.)
[Provision of Emergency evacuation sites]★
If you are provided by the Emergency evacuation sites (accommodation at hotels, etc.) provided by Kanagawa Prefecture, 2 nights will be provided as necessary.
[Target person] Please refer to Yokohama-shi crime victim consultation room.

In addition, we will coordinate with the city Housing and Architecture Bureau to provide temporary use of Municipal Housing and provide information on private rental housing for those who have difficulty in continuing to live in their homes due to crimes. You.
