Temporary car operation permission (temporary number)

What is a temporary car operation permission?

In order for a car to operate on the road, it is necessary to have a car registered and inspected.
Temporary vehicle operation permission is temporary operation only when it is stipulated in the "Road Transport Vehicle Law" when operating an unregistered car or a car whose vehicle inspection certificate has expired. Is what you do.

※It cannot be used for any purpose other than the permitted vehicle, period, route, or purpose.
※If you do not leave, arrive or go through Yokohama City, you will not be able to apply.
※Motorcycles, motorbikes, and small special vehicles of 250cc or less are not subject to temporary operation permission.

Purpose subject to permission

It can be permitted only for the operation purpose specified in the "Road Transport Vehicle Law". This is one loan for the first time.

  • When operating to a transportation branch office for new registration, continuous inspection, etc.
  • When a sales business is forwarded for the purpose of sales
  • When operating at a transportation branch office to receive a reissue of a stolen license plate, etc.

How to apply

Date of application acceptance

As a general rule, the day of operation of the car.
However, if the operation time is not in time on the day, such as early morning use, the day before (if the day before the operation is a closed day, the day before the closing day).

What is required for application

  1. Original automobile liability insurance card (insurance period is valid during the permitted period)
  2. Documents confirming the operating car (one of them). Copy is possible.
    • Vehicle inspection certificate ※Please refer to the following.
    • Notification of registration identification information, etc. (temporary deletion registration certificate)
    • Preliminary inspection certificate
    • Certificate of registration items, etc.
    • Vehicle inspection certificate return certificate
    • Automobile customs clearance certificate
    • Certificate of conformity with export vehicle inspection standards, etc.
  3. Confirmation of Address (driver's license, etc.) ※Please refer to the following.
  4. If the license plate is stolen, the theft report receipt number to the police.
  5. For vehicles that have been granted security standards mitigation certification and special vehicle traffic permission, both the “Certificate of Security Standards Relaxation” issued by the Director of Transportation and the “Special Vehicle Traffic Certificate” issued by the road manager are original.

※1 From January 2023, instead of the previous paper vehicle inspection certificate, we will issue an electronic vehicle inspection certificate with an IC tag attached to A6 size cardboard.
If you have an "Electronic vehicle inspection certificate" and wish to borrow a temporary number, you will need to confirm the expiration date, so please present one of the following two items in addition to "Electronic vehicle inspection certificate".
①Present the screen of "Vehicle Inspection App"
 Download the above application in advance, read the electronic vehicle inspection certificate IC tag on your smartphone, and present the application screen to the staff at the counter.
②Presentation of “Automobile Inspection Record Items”
 Please present A4 “Automobile Inspection Record Items” issued at the same time as Electronic vehicle inspection certificate to the staff at the counter.
 In addition, please refer to the Ministry of Land, Infrastructure, Transport and Tourism's Electronic vehicle inspection certificate Special Site (outside site) (outside site) for details on electronic vehicle inspection certificate and vehicle inspection browsing applications.

※2 From October 1, 2024, you will be required to present identification documents in the case of corporate application. We will check the Address name of the person who will come to the counter and proceed with the procedure, so please prepare identification documents such as a driver's license.

Costs (commissions)

750 yen per case
※Fees must be paid in cash or electronic money at the counter.
 Electronic money can be used by transportation, WAON, nanaco, and Rakuten Edy. Also, it cannot be used in conjunction with cash or charged.
 Yokohama City Revenue certificate stamp was abolished on January 28, 2020. For more information, please visit the Office of Accounting page.

Please fill in the application form with the departure place (municipal name), transit place, and destination (municipal name).
It is not possible to operate outside the permitted route.

Judging the route and purpose of the operation, the permission period will be the minimum number of days required within 5 days. (The permission period for operation to Kanagawa, Tokyo, Chiba, Saitama, and Shizuoka prefectures is based on three days or less.)

  2. Number plate (license plate)

※Please prepare your own bolts and wires for installing the number plate (license plate).

Return method

  • After the end of the service purpose, please return the permit and number plate (license plate) to the ward office that received the permission immediately. The statutory deadline is within 5 days after the expiration of the license period. If you do not return it within the deadline, you may be punished by the Road Transport Vehicle Law.
  • When returning, please remove the dirt on the number plate (license plate) well before returning it.

Notes

Please be careful not to lose (theft) your permit and number plate (license plate).
In the unlikely event that it is lost or stolen, please notify the relevant police department and contact the authorized ward office.
