It is necessary to have a "childcare teacher" who has both licenses and qualifications of "kindergarten teacher's license" and "childcare qualification".
For 10 years after the enforcement of the new system, there is a transitional measure that allows you to work as a "childcare teacher" if you have either a "kindergarten teacher's license" or "childcare qualification". You need to obtain a license or qualification.
For this reason, for those who have childcare qualifications during the transitional measures period and have at least 3 years of practical work experience at the target facility, special provisions such as the number of credits required to obtain a kindergarten license etc. Special provisions have been established to promote both licenses and qualifications.

Facilities subject to special provisions include non-licensed childcare facilities and Yokohama childcare rooms that have been issued a "certificate of meeting the non-licensed childcare facility guidance and supervision standards".

１．Requesting a “work certificate” from a working facility or a corporation
※The "Practical Certificate" is also used to apply for a kindergarten license using the special kindergarten system. Please use the form specified by each prefecture.

２．Write required items in the “Application for Issuance of Facility Certificates Subject to Special Childcare System (PDF: 123KB)” and “Certificate of Facilities Subject to the Special Childcare System (PDF: 100KB)”
※If the “Certificate of Facilities subject to the special childcare system” is specified in each prefecture, please use the relevant form.

３．Prepare a reply envelope (preferably long No. 3 envelope is preferable).
※Please write the address and Address on the reply envelope, and be sure to attach a stamp for the required fee.

４．Check that there are no errors in the contents of the “Application for issuing a facility certificate subject to the special childcare system”, “Certificate of Practical (copy)” and “Certificate of Facilities subject to the special childcare system” and mail it to the following address.

・If there is no defect and there is no survey in the facility, it takes about two weeks to issue. Please apply with plenty of time.
・The "Practical Certificate" is also used to apply for a kindergarten license using the special kindergarten system. Please do not send the original, but be sure to attach a copy of it.
