Overview of Private Road Maintenance Subsidy Program
This is a system to subsidize 9/10 of the construction cost when local people maintain pavements on private roads that cannot be made on public roads due to structural problems such as land relations and road width.
In addition, in maintenance work of lower slope (so-called cliff ground) of road, there are some restrictions about rate and scale to subsidize.

Roads to be subsidized
Roads targeted for maintenance subsidies are used by a large number of citizens and meet the following conditions.
However, in principle, roads built by large-scale development, etc. may not be eligible, so please consult the counter.
- It is a private road that is used as a road for local people to go to daily life, commuting, going to school, shopping, hospital, meeting place, etc. In addition, it applies when the road connecting to the private road is already paved.
- On private roads that wish to be maintained, there are no underground buried objects that hinder pavement work, and the upper slope (so-called cliffs) in contact with the private road is protected to the extent that pavement work is not hindered. In addition, we assume that appropriate sewer pipe (public sewer) is complete in sewer treatment area.
- Private roads that are maintained by the private road maintenance subsidy and maintenance system, and require redevelopment that has been approximately 10 years have passed are also eligible.
Amount of grant
- We support 9/10 of the construction cost required for pavement work. However, relocation work of underground buried objects (gas pipes other than drainage channels, water pipes, etc.) is not eligible for the subsidy.
- Of the incidental work, we will support a half of the construction cost for the downhill surface (so-called cliff) maintenance work. In addition, the amount of subsidy per case is limited to 3 million yen.

There are the following types of pavement work depending on road conditions, but please consult with Public Works Office about the selection.

Application Procedure
Applicant
If you wish to maintain a private road, please be an applicant who selects a representative from the right holder of the private road site and the user of the private road and performs the subsidy procedure. This applicant will be responsible for compiling local opinions, negotiating with paving contractors, contracts, construction, etc.
Preliminary Examination
Please consult with Public Works Office about the grant application. Please fill out the application form for a private road maintenance grant in Public Works Office and submit it to Public Works Office for a preliminary review. Please submit this pre-screening document between April 1 and November 30. Please contact us at any time.
Grant application for grant
After the preliminary examination is completed, Public Works Office will notify the applicant of the suitability. If you are notified of the suitability, please submit the following documents to Public Works Office.

- Actual measurement floor plan (1/500/250/250 scale) 2 copies
- Power of Attorney (Form No. 3)
- Pledge (Form No. 4)
- Construction cost estimate 2 copies
- Other documents deemed necessary by Director General
Approval and Notification of Grants
After a certain procedure, such as a preliminary examination, the Public Works Office will decide whether or not to grant the grant, and if the grant is decided, a letter of approval for the private road maintenance subsidy will be sent to the applicant.
Construction contract
Contractor
Construction contractors should be selected from among those listed in the Yokohama City General Competitive Bidding Qualified Persons List, but please consult Public Works Office when selecting.

Applicants should request construction from the contractor according to the contract construction contract.
Notification and inspection of construction start / completion
Applicants must submit a notification of commencement and completion of pavement work to the responsible Public Works Office. Inspectors from Public Works Office will conduct inspections with the applicant and construction contractors.
Notification and request of grant
Notification of grant
If you pass the completion inspection, you will be sent a letter of decision to grant a private road maintenance grant to the applicant.
Request for grant
Applicants should request using the Private Road Maintenance Grant Invoice. Receiving the grant can be delegated to the construction contractor.
Maintenance of paved roads
- Please maintain the roads maintained by the grant locally.
- Disputes related to roads for grant applications should be processed locally.
