Toward a private road maintenance system

Outline of Private Road Maintenance Subsidy Program

This is a system to subsidize 9/10 of the construction cost when local people maintain pavement, etc. on private roads that cannot be made into public roads due to structural problems such as land relations and road width.
In addition, in the maintenance work of the lower slope of the road (so-called cliff), there are some restrictions on the rate and scale of subsidies.
The details are described in the following section, but if you would like a detailed explanation, please contact the Public Works Office office.

Roads subject to the subsidy

Road targeted for maintenance furtherance is used by many citizens and meets the next condition.
However, in principle, roads built by large-scale development, etc., it may not be applicable, so please consult with the counter.

  1. This is a private road that is used by the local community as a road for daily commuting, commuting, going to school, shopping, hospitals, meeting places, etc. In addition, it is applicable when road connecting to the private road is already paved.
  2. On the private road where maintenance is desired, there is no underground buried object that interferes with pavement work, and the upper slope (so-called cliff) in contact with the private road is protected so that it does not hinder pavement work. In addition, in sewer treatment area, we assume that appropriate sewer pipe (public sewer) is complete.
  3. Private roads that require redevelopment after approximately 10 years are maintained by private road maintenance subsidies and maintenance systems.

Amount of grant

  1. We support 9/10 of construction cost necessary for pavement construction. However, relocation work of underground buried objects (gas pipes other than drainage channels, water pipes, etc.) is not eligible for the subsidy.
  2. Among incidental works, we will support half of the construction cost for the lower slope (so-called cliff) maintenance work. In addition, the grant amount per case is limited to 3 million yen.

Application Procedure

Applicant

If you wish to maintain a private road, please select a representative from the right holders of the driveway site and the users of the private road and use the private road to apply for the subsidy procedure. This applicant will be responsible for compiling local opinions, negotiating with paving companies, contracts, construction, etc.

Preliminary examination

Please consult with Public Works Office for grant application. Please fill out the necessary information on the private road maintenance subsidy application form in Public Works Office and submit it to Public Works Office for a preliminary examination. Please submit this pre-screening document between April 1 and November 30. Consultations are accepted at any time.

Grant application for grant

After the preliminary review is completed, Public Works Office will notify the applicant of the suitability. If you are notified of the suitability, please submit the following documents to Public Works Office.

  1. Location Map 2
  2. 2 copies of actual measurement plan (1/500 scale 250 minutes to 1/500) 2 copies
  3. Power of Attorney (No. 3 style)
  4. Pledge (Form No. 4)
  5. Construction cost estimate 2 copies
  6. Other documents Director General deems necessary

Approval and notification of grant

After undergoing certain procedures such as pre-examination, the Public Works Office will determine whether or not the grant will be granted, and if the grant is decided, a notice of approval for private road maintenance subsidy construction will be sent to the applicant.

Contractor

Construction contractor should be selected from among suppliers listed in Yokohama-shi general competitive bidding qualified person list, but please talk with Public Works Office on selection.

Applicant, please ask enforcement contractor for construction according to contract construction contract.

Notification and inspection of construction start and completion

Applicants must submit a notice of completion of pavement work to the Public Works Office in charge. Inspectors from Public Works Office will conduct inspections with the applicant and the construction contractor.

Notification and request for grant

If you pass the completion inspection, a private road maintenance subsidy grant decision letter will be sent to the applicant.

Request for grant

Applicants are required to make a request using a private road maintenance subsidy bill. The receipt of the subsidy can be delegated to the construction contractor.

Maintenance and management of paved private roads

  1. Maintenance of roads maintained by the grant should be done locally.
  2. Please handle any disputes related to the road for which the grant is applied locally.
