The Food Sanitation Law has been revised
The Food Sanitation Law was revised on June 13, 2018, and a new business license system and notification system were launched on June 1, 2021.

With the revision of the Food Sanitation Law, we revised and established rules and outlines set by Yokohama City.

Detailed Regulations for Enforcement of the Food Sanitation Law (enforced on June 1, 2021)
In accordance with the revision of the Food Sanitation Law, all have been revised. It stipulates procedures related to food-related sales based on the Food Sanitation Law.

Outline of Enforcement of the Food Sanitation Law (enforced on June 1, 2021)
In accordance with the revision of the Food Sanitation Law, it was newly established. It stipulates the style used for food-related business license applications and the handling of sanitary management of facilities.

Revision of the Business Permit System
Based on the risk of food poisoning and the occurrence of food poisoning in the past, 32 industries have been designated as industries requiring business licenses due to the establishment of new licensed industries and the consolidation of industries. In addition, as for business using cars, business vehicles newly licensed in Kanagawa Prefecture after June 1, 2021 will be allowed to operate in other local governments in the prefecture. Please be sure to check the following information for details on how to apply. Fees are as follows.

Establishment of a business notification system
On June 1, 2021, a business notification system based on the Food Sanitation Law was launched.
Those who do not fall under the category of "permitted industries" and "* industries not subject to notification" must submit a "business report" to the public health center under their jurisdiction.
However, the type of business that shifts from permission to notification in this revision (eg, milk sales business) are considered to have been notified on June 1, 2021, so new notifications are not required.
< ※Industry not subject to notification>
- Importing food or additives
- Business that only stores or transport food or additives (excluding food freezers and refrigerated warehouses)
- Sales of packaging foods that do not cause harm to food hygiene due to corruption, loss or other quality degradation even if stored at room temperature for a long period of time.
- Manufacturing of containers and packaging other than synthetic resins
- Import or sales of equipment containers and packaging
- Group catering facilities (when the contractor outsources cooking work has obtained permission, or facilities with less than 20 meals at a time)
- Agriculture, fishing, etc.

About appointment of food hygiene manager
Facilities that have been licensed for business or facilities that have been notified of business due to the revision of the Food Sanitation Law are required to appoint a food hygiene manager. Procedures for appointment and change notification should be made at the window of Health and Welfare Center Health Sanitation Division in the ward where the shop is located, or at the national food hygiene application system.
<Qualification for becoming a food hygiene officer>
①Doctor, dentist, pharmacist or veterinarian
②Those who have graduated from universities, etc. after completing courses in medicine, dentistry, pharmaceutical science, veterinary medicine, livestock science, fisheries, or agricultural chemistry
③Cooks, confectionery hygienist, nutritionist, ship cook
④Sanitation manager prescribed in Article 7 of the Slaughterhouse Act (Act No. 114 of 1953) or work hygiene manager prescribed in Article 10 of the same Act
⑤Poultry processing hygiene manager prescribed in Article 12 of the Act on the Regulation of the Poultry Treatment Business and the Poultry Inspection Act (Act No. 70 of 1990)
⑥Those who have attended one of the following classes
・Seminar on food hygiene and other public health designated by the mayor
・Food hygiene instructor training course conducted by the Yokohama City Food Sanitation Association
・Seminars conducted by other prefectural governors or workshops deemed appropriate by prefectural governors, etc.
⑦Fugu knivestor (those who obtained a license before May 31, 2021) (Kanagawa Prefectural License)
About food hygiene manager workshop
Food hygiene managers should attend seminars designated by the health center director at least once a year.
Please contact Health and Welfare Center Health Sanitation Division of each ward for information on food hygiene managers.
About food hygiene application system (online system operated by the Ministry of Health, Labour and Welfare)
The Ministry of Health, Labour and Welfare has started operation of the system for food hygiene applications and other systems, and after June 1, 2021, procedures can now be made via the Internet. ※。
The application fee will be paid at the Health and Welfare Center Health Sanitation Division window in each ward as before. In addition, it is possible to continue to accept applications and notifications at the counter.
※Yokohama City has additional requirements at the time of application and notification stipulated in the Food Sanitation Law Enforcement Detailed Regulations, so please check the application and notification style in "Main styles used for business procedures" on this page, Please use the food hygiene application system.

Business facility standards based on the Food Sanitation Law
Along with the revision of the Food Sanitation Law, "the regulations on business facility standards based on the Food Sanitation Law have been revised. If you obtain a business license after June 1, 2021 (including renewal), you will need to meet the revised facility standards.
