What is the ITization of Public Works (CALS/EC)?

　In implementing public works, at each stage of the process, it is necessary to ensure transparency, objectivity, and competitiveness, improve efficiency, ensure appropriate construction quality and reduce costs.
　To this end, it is important to properly manage and utilize the information generated at each stage, such as planning, design, estimation, procurement, construction, and maintenance of public works. The construction of a system (CALS / EC) that utilizes IT, such as "use of information" and "sharing information" is indispensable.
　For this reason, Yokohama City has introduced and promoted "ITization of public works IT (CALS / EC)".

　In Yokohama City, as one of the priority administrative and financial reform items of the “Yokohama City Medium-Term Plan (FY2006-FY22)” formulated in December 2006, the provision of services using the most appropriate entity and method. In that, the efficiency of operations utilizing IT (information and communication technology) (approach based on the electronic city hall promotion plan) is positioned as a priority approach, and efficient and effective administrative management utilizing IT. In March 2003, the Ministry of Land, Infrastructure, Transport and Tourism's CALS / EC Regional Development Action Program (CALS / EC) was formulated in March 2003 based on the Ministry of Land, Infrastructure, Transport and Tourism's CALS / EC Regional Development Action Program.

　Furthermore, in March 2007, based on the current situation and issues of the use of IT in public works, in conjunction with the revision of the Ministry of Land, Infrastructure, Transport and Tourism's plan revision, the city's medium-term plan, and the electronic city hall promotion plan. IT promotion plan (CALS / EC) "has been updated.

　In order to smoothly introduce “ITization of public works IT (CALS / EC)”, it is very important to have a common understanding of the contractor and other stakeholders. We set up "IT study meeting of Yokohama-shi public works" and, through information exchange, exchange of opinions, worked to reflect opinion of contractor.
