Regarding base grants (municipal subsidies where state-owned facilities are located, etc.) and adjustment grants (municipal adjustment grants where facilities are located) for fiscal 2009, after giving due consideration to the actual situation of related cities in Kanagawa Prefecture, We request that the amount of grant to the city be increased.
There are still 14 U.S. military bases in Kanagawa Prefecture, about 2,084ha. The presence of a vast base in the metropolitan area, which is urbanized in the Tokyo metropolitan area, hinders the promotion of urban planning and urban development, as well as aircraft noise, aircraft-related accidents, environmental problems, U.S. military personnel have caused various problems caused by U.S. military bases, such as incidents and accidents caused by military personnel, etc., have caused anxiety in civil life.
At present, the burden associated with such security, which should be borne by the entire nation, is currently based on the long-standing burden on the prefecture and some municipalities where the bases are located, including this prefecture, and the local residents.
In addition to these burdens, the local governments concerned are unable to obtain income from property tax or resident tax due to the existence of bases, and are forced to carry out strict administrative and financial management. Regarding the impact on the finances of related local governments, there are systems such as base grants as "alternative measures to property tax", but in related cities in the prefecture, base grants and adjustment grants are land, respectively.・ The situation is far far less than the amount of property tax on buildings, the amount equivalent to the property tax on US military assets, and the amount equivalent to the tax exemption from residence tax.
In the country, as described above, the related cities in the prefecture bear the excessive burden associated with security, and base grants and adjustment grants still far less than the local tax equivalent. From the viewpoint of the situation, based on the fact that it has become very severe, in the distribution of "2009 base grant and adjustment grant", we strongly request that the amount of grant to related cities in Motoichi will be increased. .
