- Being a person listed in Yokohama City Contract Regulations Article 3, Paragraph 1 and being a person who has the qualifications stipulated by the provisions of Paragraph 2 of the same Article.
- Reiwa 5/6 Yokohama City General Competitive Bidding Qualified Person List (related to goods, consignment, etc.), "Specific A: Software development / Renovation" and "Small B: System Operation and Monitoring" Registration is permitted.
- Being a person who has not received a nomination suspension based on the measures outline such as Yokohama City nomination suspension, on any day between the bid participation application submission deadline and the date of bidding.
- Have a track record of designing or building a network used by organizations such as countries, local governments, private companies, or other organizations with more than 6,000 employees or staff.
