Anyone who intends to participate in the tender must be confirmed to meet all of the following conditions and qualify for bid participation.

1. Being not a person listed in Article 3, Paragraph 1 of the Yokohama City Contract Regulations (March 1964, Yokohama City Regulations No. 59) and being a person who has the qualifications stipulated by the provisions of Paragraph 2 of the same Article.
2. Being a person who has been registered in "3116: Computer Business" in the Reiwa 5/6 Yokohama City General Competitive Bidding Qualified Person List (Related to Goods / Consignment).
3. Being a person who has not received a nomination suspension based on the measures outline such as Yokohama City Nomination Suspension on any day between September 14, 2023 and the specific date of the contract candidate.
4. A person who has designed and developed a resident record system and the Seal Registration system within the past 10 years (from the date of public notice).
