Those who can propose to this proposal shall be a single company (organization) that meets all the requirements of the following items, or all members of the consortium shall meet all the requirements of the following items. I do. In the case of a consortium, we will submit a "Consortium Agreement and Power of Attorney" (Competitive Bidding Handling Guidelines No. 12 style mutatis mutandis for Yokohama City Goods and Consignment) at the time of application. In addition, after identifying the contract candidate, by the time the contract is concluded, a union contract that clearly defines the representative organization and the division of responsibility shall be concluded, and a copy of the union contract shall be submitted. In this proposal, a member of a consortium shall be a member of two or more consortiums at the same time, and shall not be able to propose as a non-consolidated company.

• Registered on the list of qualified persons participating in the Yokohama City General Competitive Bidding in Reiwa 3.4 (articles, consignments, etc.), registered the business type "320 Various Survey Plans" in the second place or higher, and as the details of the business type "A Market / Public Opinion Poll" and "B Consulting (excluding construction consultants)" must be registered.)
• Within the past five years, at least five cases have been commissioned by the government, government agencies, local governments, private companies, etc. to conduct surveys on overseas smart city projects, strategies and policy planning on overseas infrastructure exports, and feasibility studies (F/S), etc. Have a track record of preparing in-house research reports in similar fields.
• From the deadline for submitting the participation intention application form to the specific date of the contract candidate, no suspension measures have been taken under the provisions of the "Yokohama City Nomination Suspension Measures Guidelines (April 1, 2004)".
• Do not fall under the provisions of Article 167-4 of the Local Autonomy Law Enforcement Ordinance (Government Ordinance No. 16 of 1947).

Applicants who have been notified that they have not been eligible for the proposal may request a written explanation of why the proposal was not accepted. In addition, please submit document to participation intention application form presentation by 17:00 five days after city hall closing day from the next day of day when Motoichi sent notice.
When an explanation is requested pursuant to the preceding paragraph, Motoichi will respond in writing to the person who requested the explanation within 5 days excluding the closing date of the city hall from the day following the day on which the above document was received.
