All of the following conditions must be met.

As a result of the examination pursuant to the provisions of Article 7 of the Yokohama City Contract Regulations, it is a person registered in the general competitive bidding participation qualified person list (related to goods, consignment, etc.) for the relevant year, and the event "Printed material planning design" and the event "Advertisement" and detailed "B Newspaper, Magazine". Provided, however, that this shall not apply if the application form has been determined to correspond to the contract at the time of submitting the application form for participation, and the registration is expected to be completed by a specific date of the contract candidate.
Being a person who has not received suspension measures according to the provisions of the Measures Summary, such as Yokohama City nomination suspension, between the deadline for submission of the proposal participation intention proposal form to the specific date of the contract candidate.
