About recruitment of partner of joint research (verification of water supply smart meter for joint meter reading)

City of Yokohama, Water Works Bureau (hereinafter referred to as "Water Works Bureau") has established the following research in collaboration with private companies to solve technical issues in the water supply business. Therefore, we are looking for a partner (private company) for joint research.

1.Joint research issues

Verification of smart meter water supply for joint meter reading

2.Purpose of joint research

In this study, in order to realize automatic meter reading of water supply using a power smart meter communication network, Tokyo Electric Power Grid Co., Ltd. (hereinafter referred to as TEPCO PG) to realize automatic meter reading of water supply using a power smart meter communication network. The purpose of this project is to contribute to the promotion of the introduction of smart water meters by connecting an electronic water meter and conducting communication tests with TEPCO PG's simulated power smart meter.

3.Details of joint research

The details of the joint research are as follows. (Detailed research details will be determined after coordination between the partner and Water Works Bureau.)

(1) Lending wireless terminals

Tokyo PG, a cooperating company for the joint meter reading, will lend wireless terminals to the joint research partner.

(2) Conduct communication tests

A) Provision of electronic water meters and the connection of wireless terminals
  The collaborators shall provide an electronic water meter and connect it with a wireless terminal lent by TEPCO PG.
  In addition, the diameter and quantity (about several) of electronic water meter shall be according to Water Works Bureau's instructions.
B) Communication test
  An electronic water meter connected to a wireless terminal will be installed in the field provided by Water Works Bureau with the cooperation of officials and TEPCO PG personnel.
  If instructed by Water Works Bureau, the field shall be changed or the connected wireless terminal will be changed.
C) Verification in the apartment house PS and buried type meter box
  The apartment house PS is planning to use a non-waterproof wireless terminal, but we plan to use a waterproof wireless terminal to verify the buried type meter box.
  Automatic meter reading shall be verified in a situation where the wireless terminal is submerged or buried.
D) Communication test field
  Fields for communication tests are provided by Water Works Bureau.

(3) Provision of verification data

The data recorded in the communications test will be provided by Water Works Bureau to collaborators and TEPCO PG.

(4) Evaluation of research content and report preparation

The research content shall be evaluated and submitted to the Water Works Bureau.

4.Research expenses

Water Works Bureau shall pay the annual budget of 600,000 yen (including consumption tax and local consumption tax) divided by the number of collaborators. However, the upper limit per person shall be 200,000 yen (including consumption tax and local consumption tax).

6.Eligibility for application

The following shall be satisfied.

(1) A person who can provide the required quantity of electronic water meters required by Water Works Bureau as its own product.
(2) Being able to connect with a wireless terminal.
(3) A system in place for joint research with Water Works Bureau is in place.
(4) Have knowledge and know-how about electronic water meters and automatic meter reading.
(5) If a malfunction occurs in the electronic water meter during the experiment period, the person must be able to promptly replace it.
(6) A person who can use the results of this study in the development of water supply smart meters.

7.Examination Criteria

The contents of the joint research proposal shall be reviewed in accordance with Attachment 1 “Examination Standards” and Attachment 2 “Examination Items”.

8.Documents to be submitted

(1) (Refer to "Guidelines for Formulating Joint Research Project Form" for the form of the proposal)
(2) Documents that can prove that you are eligible for application (attached and described in the plan document)
(excluding tax)

9.Submission deadline and submission method

Please submit the above "Documents to be submitted" from the electronic application system by 17:00 on Friday, May 17, 2024.
