Outline of the harbor area

Ports play a variety of roles as part of the city, such as logistics, production, and relaxation.
In order to fulfill these roles, a certain waters and the land area behind it must be used in an integrated manner.
Therefore, the “harbor area” has designated such a land area based on the City Planning Act.
When it is designated as a harbor area
A structure that does not meet the purpose of the division cannot be constructed.
In Yokohama City, four divisions have been established in the harbor area, Minato-ku, Marina Minato-ku, and Shukei Kosei Minato-ku, and the “Ordinance on Regulation of Buildings in Branches in Yokohama Port Rinko Area” (outside site) , Construction and use of structures that do not meet the purpose of each division are prohibited.

On January 14, 2022 (part of Nishikicho, Naka-ku) and July 1, 2022 (part of Kaigandori, Naka-ku) and July 1, 2022 (part of Kaigandori, Naka-ku), there was a partial change in the harbor area.
A notification is required for certain acts.

Procedure for building construction within the harbor area
About notification of act in harbor area (Article 38-2 of the Port and Harbor Law)
This notification is required when newly establishing or expanding a factory or business site of a certain size or more (site area of 5,000 m2 or more or a total floor area of 2,500 m2 or more) in the harbor area.
Flow of notification
- Consult with Port and Harbor Bureau Port Administration Department regarding construction plans
- Confirm the contents of submitted documents (provisional submission)
- Submission (up to 60 days prior to construction start)
- (Only within 60 days from the date of receipt of the notification, if it is found that it does not conform to the standards stipulated by law, a change in the plan may be recommended.)

It is notification to confirm whether facility to be constructed conforms to "the regulations about regulation of structure in branch ward in Yokohama Port harbor district".
Flow of notification
- Consult with Port and Harbor Bureau Port Administration Department regarding construction plans
- Confirm the contents of submitted documents (provisional submission)
- Submissions
- Return the notification (duplicate) stamped with the appropriate seal
- Submitted as attached documents for building confirmation applications to Housing and Architecture Bureau and other building confirmation applications
