Introduction

In Yokohama City, with the aim of ensuring the proper operation of social welfare corporations, facilities, and community-based childcare businesses, we conduct guidance audits based on related laws and regulations, notices, etc., and provide necessary advice and guidance on overall operation. .
Guidance audits mainly check whether the minimum standards of facilities are adhered to, and provide guidance on improvement if they do not meet the standards.

1. Type of guidance audit

The Child and Youth Bureau Audit Division conducts facility guidance audits mainly on daycare centers and other child welfare facilities and community-based childcare services. In addition, we carry out "corporate guidance audits" for social welfare corporations under the jurisdiction of Yokohama City that perform only business related to child welfare.
(1) General guidance audit
General guidance audits are conducted once a year, in principle, on-site, based on related laws and notices, city outlines, guidance audit implementation policies, etc.                    (Please refer to “2. Method of Guidance Audit” for the implementation policy of guidance audits.)
For nursery schools and other child welfare facilities, on-site audits may be conducted once every two years based on the results of the previous guidance audit. However, even in the year in which an on-site audit is not conducted, you will be required to report in writing about the required items related to the operation of the facility. In addition, if it is deemed necessary to confirm the contents of the above report on site, or if it is suspected that there is a problem with the operation of facilities, etc. due to a report, etc., temporary on-site audits may be conducted as necessary.
In principle, audits on social welfare corporations are to be conducted once every three years, but may be changed from the results of the previous guidance audit.
(2) Special guidance audit
In any case of child welfare facilities, community-based childcare services, and social welfare corporations, "serious problems have occurred in the operation of corporations and facilities" or "there is a possibility that problems may arise in the operation of corporations and facilities" In such cases, special guidance audits will be conducted as needed.

2. Method of guidance audits, etc.

In conducting general guidance audits, an audit group consisting of multiple staff members is organized and implemented in cooperation with the department in charge of the facility as necessary. The representatives of the facilities (or corporations) are notified of the due date and other required items, and are requested to submit relevant documents in advance.
In addition, guidance audits for child welfare facilities and corporations are conducted based on the Child Welfare Law, the Certified Children's Garden Law, the Social Welfare Law, and the following outlines and notices.

Guidance audits of social welfare corporations are conducted based on the above outlines. The “Social Welfare Corporation Guidance Audit Implementation Guidelines” etc. are posted on the Ministry of Health, Labour and Welfare website (corporate guidance audit | Ministry of Health, Labour and Welfare (mhlw.go.jp) (outside site).

(2) Guidance audit implementation policy
In order to conduct guidance audits in a focused and efficient manner, we have formulated a guidance audit implementation policy that lists priority items in each fiscal year for each facility type.

(3) Guidance audit standards
In conducting guidance audits, the main standards for each fiscal year are summarized for each facility type and field. 3. Flow after guidance audit

Generally, it depends on the following flow.
Flow of guidance audits
(1) Comments on site
After the completion of the guidance audit, the results will be explained to the representatives of the facilities and related staff at the site, and matters that need improvement will be communicated verbally.
(2) Sending a notice of guidance audit results
There are two types of points to be pointed out in the “Guidance Audit Results Notice”.

1.If it violates the outline and guidelines of the city that stipulates related laws and regulations or standard ordinances or measures costs, accounting for consignment costs, etc. (excluding minor ones), the matter shall be referred to as "document pointing matter" and the necessary measures for improvement We will instruct you in writing that you should take necessary measures.
2.If the degree of violation is minor, or if improvement is expected without providing guidance as a matter pointed out above, the matter will be referred to as "oral point" and guidance on voluntary correction or improvement will be provided.

(3) Improvement guidance
Regarding the results of guidance audits, we plan to share information with the relevant sections, such as the Children and Families Support Division (Child and Family Disability Support Division) of the ward office, the Childcare and Education Administration Division of the Child and Youth Bureau, and the Children's Facility Maintenance Division.
(4) Improvement Report
When submitting the improvement report in (2) 1 above, we will request the submission of materials or improvement plans that can confirm the status of improvement. In addition, in the case of facilities operated by social welfare corporations, we will also request the submission of materials that show the status of improvement measures in board member.
(5) Disclosure of matters to be reported and the status of improvement
In order to provide information to citizens considering the use of facilities, etc., we will post information on the documents pointed out and the status of improvement on the website of Child and Youth Bureau.

4.Confirmation audit

With the enforcement of the Child and Child Care Support System, we will conduct guidance audits based on the confirmation system under the Act for specific education and childcare facilities stipulated in the Child and Child Care Support Law.
