Notice

1 Examination and prior consultation at the time of application for confirmation of elevators and amusement facilities

1-2 The necessary/required procedures

A When installing (expansion / renewal) an elevator, etc. inside an existing building

  • Please report the presence or absence of an inspection certificate of the existing building confirmation and inspection certificate, whether there is an extension, use change, large-scale renovation, etc.

※If an existing elevator is installed on the transit floor with an existing elevator, it may be necessary to apply for an extension.


(1) If there is an inspection certificate

Attachment of structural calculations, structural drawings, etc. of existing buildings due to installation of elevators

(2) If there is no inspection certificate

(1)Attached a report that investigates the legality of the current state of existing buildings.

※For the report (attached documents) in (1) and (2) above, please use the "Report (elevators, etc.) based on the provisions of Article 12, Paragraph 5 of the Building Standards Law".

B When adding elevators etc. outside the existing building (when the extension under Article 6 of the Building Standards Law is accompanied)

  • A separate application procedure for building confirmation based on the provisions of Article 6 of the Building Standards Law is required separately.
  • Please submit a “Report based on the provisions of Article 12, Paragraph 5 of the Building Standards Law (Renovation of Existing Elevators, etc.)” with the renovation contents and drawings before starting the renovation work.

1-4 Request for installation of open-air protection equipment

For elevators that have been installed after obtaining a building confirmation before the revision of the Building Standards Law Enforcement Ordinance (before September 28, 2009), we recommend the installation of door-open driving protection devices.

In addition, when installing a door-open driving protection device, please submit a notification based on Article 12, Paragraph 5 of the Building Standards Act (see "1-3 necessary/required procedures when renovating existing elevators").

1-5 Request for cooperation in collecting information on accidents and defects in buildings and amusement facilities, and information on illegally installed elevators

Despite being an elevator stipulated by the Building Standards Law, death or serious personal injury due to an elevator installed without receiving a building confirmation and completion inspection based on the provisions of the Building Standards Law (hereinafter referred to as "illegal installation elevators") We accept information on illegally installed elevators based on the fact that it has occurred.

If you have obtained information about illegally installed elevators or suspected elevators near you, please send us the information.

1-6Request for safe use and maintenance of lifts exclusively for parcels

In Yokohama City, all floor types and table-type elevators exclusively for parcel luggage have been subject to periodic inspections and reports based on Article 12, Paragraph 3 of the Building Standards Law and Article 7 of the Yokohama City Building Standards Law Enforcement Regulations. .


The Ministry of Land, Infrastructure, Transport and Tourism, the Japan Building Equipment and Elevator Center, and the Japan Elevators Association have created a leaflet for owners and managers of small baggage elevators. Owners and managers are encouraged to read and ask for safe use and maintenance in the future.


If you are an owner or manager of a lift exclusively for parcels and do not carry out periodic inspections and reports, consult with a manufacturing company or maintenance company to carry out it as soon as possible.

2 Examination and prior consultation at the time of application for building confirmation of building equipment (smoke exhaust, ventilation, emergency lighting, plumbing equipment, etc.) of buildings under the jurisdiction of the design department

(Buildings under the control of design are buildings that are 5 floors or more or more than 3,000 m2.)

2-1 Main documents of building equipment required when applying for building approval

  • Smoke exhaust equipment (examination documents for natural smoke exhaust and mechanical smoke exhaust, etc., examination documents for evacuation safety verification method, etc.)
  • Ventilation equipment (ventilation statement, static pressure statement, equipment specifications, etc. for rooms, sick houses, toilets, etc.)
  • Emergency lighting equipment (equipment specifications, layout drawing, etc.)
  • Lightning equipment (equipment specifications, floor plan and elevation view indicating protection area, etc.)
  • Water supply and drainage equipment (load review report, pipe layout drawing, system diagram, etc.)
  • Processing (such as floor plans and cross-sections showing section penetration points such as wiring, piping, ducts, etc., and materials showing the penetration processing method, etc.)
  • Smoke detectors, etc. used in fire prevention sections (equipment specifications, layout drawings, etc.)
  • Others

(2) Type of smoke exhaust equipment (coloring example)

  • Natural smoke exhaust : Light blue (smoke exhaust port: blue arrow)
  • Mechanical smoke exhaust : Yellow-green
