・[Scheduled to end] For the time being, from the viewpoint of preventing the spread of infection, the procedure of the ordinance on the conservation, etc. of the living environment related to the construction and development projects of middle- and high-rise buildings in Yokohama City (hereinafter referred to as the ordinance on middle- and high-rise buildings) has been completed on May 31, 2023 ([Scheduled to end] Procedure of the Ordinance on Mid- and high-rise Buildings (Explanatory Method of Mid- to High-rise Buildings)
For plans (distributing explanatory books) to be explained after June 1, 2023, please explain according to the precautions described in the procedure guide (Guide to Procedure 4 Plans for nearby residents, etc. Explanation [Ordinance Article 11] (PDF: 1,309KB))

What's New

  • We have partially revised the guide for procedures in the Mid- and High-Rise Building Ordinance. Along with this, some ordinances have been revised. (R3.4.1)
  • The outline of the Mid- and High-Rise Building Ordinance has been partially revised. (R6.4.2)

Purpose

The Ordinance on conservation, etc. of the living environment pertaining to the construction and development of middle- and high-rise buildings in Yokohama City (hereinafter referred to as the “Medium- and High-rise Buildings Ordinance”) stipulates matters to be considered by building owners and others regarding the construction of middle- and high-rise buildings,conservation and the formation of a safe and comfortable living environment.

Target buildings

Depending on the restricted zone and the use and scale of the building, it is subject to the Mid- and High-Rise Building Ordinance. For details, please refer to 3 Guides (2) About target buildings (PDF: 269KB).

Mid- and high-rise buildings

Residential Areas

  • More than 10 meters in height
  • Slope buildings with a height of more than 10 meters from the lowest ground surface (excluding detached houses with a total area of 200 square meters or less)

Non-residential areas

More than 15 meters in height

Large-scale buildings

Residential Areas
Those with a total area of more than 1,000 square meters (excluding those that fall under middle- and high-rise buildings)

Specific use buildings

Residential Areas

Overview of Procedure

Dissemination of the plan

Before applying for a building confirmation, the builder installs a sign on the site, discloses the plan, and explains the outline of the building plan (demolition work plan) to the residents. For details, please refer to the Guide for 3 Procedures (1) Flow of Procedures (PDF: 516KB).

Dispute adjustment

If it becomes difficult to solve problems between neighborhoods related to buildings such as middle- and high-rise buildings through discussions between both parties, you can submit a mediation and mediation to the mayor. For details, please refer to the Guide for 3 Procedures (8) Dispute Adjustment System (PDF: 873KB).

Are structures (mechanical parking lots, antennas, etc.) subject to the Mid- and High-Rise Building Ordinance?

The middle- and high-rise building ordinance requires procedures when building a building, so structures are not subject to the ordinance. Target building, please refer to guide of three procedure (2) about target building (PDF: 269KB).

We dismantle building, but do you need to install sign of the middle and high-rise building regulations?
A

When performing demolition work after the sign installation of the middle and high-rise building regulations, it is necessary to install and explain the demolition work, but it is not necessary when performing demolition work before installing the sign. In addition, even in the case of demolition work only, there is no need to apply for the middle- and high-rise building regulations.
