Purpose of the Ordinance on Coordination of Yokohama City Development Project

In order to promote comprehensive town development, Yokohama City responded to the "Yokohama City Residential Land Development Guidelines" enacted in 1968 to promote comprehensive town development. Aiming at the formation of a good urban environment through collaboration with developers and Yokohama City, we reviewed the application targets and maintenance standards for public utilities stipulated in the "Yokohama City Residential Land Development Guidelines" and established the "Yokohama City Development Project Coordination" in 2004.
However, in order to thoroughly operate in accordance with the purpose of the ordinance based on the implementation status of the development project since the enforcement of the ordinance, development projects to which the ordinance is applied, procedures for development projects, and the minimum floor area of the building We will revise and comply with the plan of the development project, etc., and will take effect from July 2013.

  • With the revision of the City Planning Act, it is possible to establish development permission standards according to the local situation in the ordinance.

  • Land use conversion from large-scale factories and grounds that do not fall under development activities to apartment are increasing.

1 From the early stage of the development project plan, the coordination method with residents, businesses and Yokohama City shall be determined.
2 Clarify the standards and actively provide information to ensure transparent procedures.
We ask for consideration of 3 local community development plans.
4 Standards for public facilities, etc. that should be developed for large-scale land use conversions that do not fall under development activities shall be determined.

Development projects subject to the ordinance concerning the adjustment of Yokohama City Development Project

When we are going to perform any of the following acts in Yokohama-shi, we must receive consent of the mayor beforehand.

Development projects that must obtain the consent of the mayor
Development businessDevelopment business area, etc.
Development activities involving road position designationUrbanization area: Less than 500 m2
Development activities
Sloping land development activities
Residential land development
Urbanization area: 500m2 or more
Urbanization adjustment area: 500m2 or more
Construction of large-scale apartment buildingsCommercial use areas: Number of dwelling units: 200 or more
Other restricted areas: Number of dwelling units of 100 or more
Building act of urbanization control area3,000 m2 or more
  • Exemptions (Applicable to "Standards for Development Permits Based on the City Planning Act")
    1. Development projects subject to the ordinance on permission for management of graveyards, etc.
    2. Development projects subject to the Act on Special Measures for Urban Regeneration
    3. Development activities of less than 500 m2 and residential land development in urbanization control areas
    4. Development activities from Article 29, Paragraph 1, Item 4 to Item 11 of the City Planning Act such as City Planning Business
