Q1 About the contents of the system
On April 3, 2009, residential restricted areas were designated as greening areas, and the greening area system was started. . On May 24, 2024, it was expanded to commercial restricted areas due to changes in urban planning related to greening areas.
There is no obligation to greening for buildings that have existed before the regulations on greening areas were enforced. However, when expanding or rebuilding, it may be subject to the regulation of the greening rate.
When building a building with a site area of 500 square meters or more in a greening area, even if it is a house, it is subject to the regulation of the greening rate.
Even if it is designated as a greening area, buildings that apply next are not subject to greening rate regulations.
Buildings that had already begun construction at the time of the city planning for the greening area was announced, and in the case of extension, the total floor area after the extension was 1.2 times the floor area on the day when the city planning for the greening area was announced What does not exceed. Q2 Procedures
The applicant is the mayor (Green Environment Bureau) before applying for a building confirmation. The same applies below. We submit "greening rate conformity proof (change) application" to. Applicant submits "greening rate conformity proof (change) application" to the mayor again with contents reflecting change before building completion inspection. A simple change procedure can be performed in the following cases: a change in a greening facility that does not affect the contents of the "Greening Facility Conformity Certificate Notice".

At the time of completion inspection, please note that if the greening facility is not completed according to the application for which the "Greening Facility Conformity Certificate Notice" was issued, an inspection certificate will not be issued. Q3 About the method of calculating the area of greening facilities
Wall greening, trees, turf, flower beds, etc., water flow, etc. can be calculated as the greening rate. In addition, facilities such as garden roads attached to these are also subject to calculation.
Rooftop greening is a target that can be calculated based on the greening rate. Calculated in the same way as greening facilities on the ground. However, for the management of greening facilities, it is necessary to have facilities such as handrail fences and irrigation facilities that can be easily entered and exited, and to install facilities such as handrail fences and irrigation facilities.
Structures that are not covered with soil or other materials, such as basins, curbs, and exposed concrete foundations in greening facilities, cannot be included in the area of greening facilities. Please deduct the horizontal projected area of those structures from the greening area. The same applies to telephone poles and signboards.
In the case of "trees planting areas", those with a height of less than 0.4m cannot be regarded as trees, even shrubs such as azaleas. In addition, bamboos cannot be seen as trees.
However, the area of bamboo can be calculated by the "canopy".
Parking lots and passages are not included in greening facilities because it is difficult to maintain turf.
In addition, please do not include parts where the car body is applied, such as behind the car stop in the parking lot, in greening facilities.
In the following cases, the area of "deemed canopy" cannot be calculated.
・When the horizontal projection of the deemed canopy overlaps with the horizontal projection of a structure such as a building installed at a higher position than the upper end of the root pot (however, if there is a work at a position lower than the upper end of the root pot like rooftop greening The area can be calculated as a deemed can be calculated).
・When part or all of the horizontal projection of the deemed crown is outside the premises

Please note that all of the areas corresponding to these cannot be calculated as the area of the "deemed crown" as the area of the greening facility.
