Ordinance on conservation, etc. of Yokohama City Living Environment

Facilities subject to notification (Ordinance Article 96, Enforcement Regulations Article 73)

The ordinance on the conservation, etc. of Yokohama City Living Environment stipulates the obligation (before and after completion of construction) and guidance standards when dismantling and removing incineration facilities of a certain size or larger.
Target construction includes waste incinerators listed in paragraph 51 of the Ordinance Enforcement Regulations Schedule 1 (PDF: 222KB) and their incidental facilities (excluding unused ones) Construction work to dismantle or remove (referred to as "incineration facilities") (including demolition work performed at places other than the installation location of the incineration facility.) (It is called "Dismantling Work.")

  • Eligible facilities (incineration facilities): Waste incinerators and their incidental facilities
  • Size: Waste incinerators (those with a grate area or blast floor area of 0.5 m2 or more, incineration capacity of 50 kg or more per hour, and primary combustion chamber (if the combustion chamber is one waste incinerator, Limited to those with a volume of 0.8 m3 or more.)
  • Applicable works (demolition work): Work to be dismantled or removed (including demolition work performed at places other than the installation location of the incineration facility)

Notification procedures (Articles 99 and 100 of the Ordinance, Article 74 of the Enforcement Regulations)

Notification time: Within 30 days from the date of completion of demolition work
Remarks: The date of completion is the date on which the results of the environmental survey related to the construction or the date on which the industrial waste management table (manifest) is received, whichever is later. If there are multiple environmental survey results, the last one, and the manifest is the last one (E-vote).

4.If contamination is confirmed during demolition work and measures are taken, the details of the measures are taken.

Classification of guidance standards and incineration facilities

It is necessary to comply with the guidance standards established based on Article 97 of the Ordinance. Guidance standards stipulate environmental measures, environmental surveys, etc. for each category of incineration facilities.

[Size, use form and work method of incineration facilities]
Category A: Those that fall under any of the following

  • Air Pollution Control Law Enforcement Order Appendix No. 1Incineration facilities with waste incinerators (Note 2) listed in section 13.
  • Incineration facilities licensed under Article 15 of the Waste Disposal and Public Cleansing Law (Note 3)
  • Incineration facilities that incinerate medical waste
  • Incineration facilities that perform demolition work by fusing

Class B: An incineration facility that does not fall under Category A and cannot be removed as it is (needs demolition work). However, this does not apply to cases where only chimneys are separated without cutting.
Category C: Those that do not fall under Category A and B, and perform work to clean incineration facilities, vehicles, equipment, protective equipment, etc.
Class D: Those that do not fall under Category A, B and C Category
(Note 1) Grate area or spark floor area is 0.5 square meters or more, incineration capacity is 50 kilograms or more per hour, and the primary combustion chamber volume is 0.8 cubic meters or more
(Note 2) The grate area is 2 square meters or more, or the incineration capacity is 200 kilograms or more per hour
(Note 3) Incineration facilities for sludge, waste oil, waste plastics, waste PCBs, etc. that exceed the processing capacity stipulated by law.
