Noise regulation standards

The allowable limit of noise generated at business sites shall be as specified below.

  1. “dB (A)” refers to the measurement unit of the sound pressure level specified in Appendix 2 of the Measurement Law (Act No. 51 of 1992).
  1. Noise measurement shall be performed using a sound level meter that has passed the conditions of Article 71 of the Measurement Law. In this case, the frequency correction circuit uses the A characteristic, and the dynamic characteristics use the fast dynamic characteristics (FAST).
  1. The method of measuring noise shall be based on the noise level measurement method specified in Standard Z8731, and the amount of noise shall be determined as follows.
  • If the indicated value of the noise does not change or the fluctuation is small, the indicated value
  • If the indicated value of the sound level meter fluctuates periodically or intermittently, and the maximum value of the indicated value is generally constant, the average value of the maximum value of the indicated value for each change.
  • If the specified value of the sound level meter fluctuates irregularly and significantly, the value at the top of the 90% range of the measured value is calculated.
  • If the indicated value of the sound level meter fluctuates periodically or intermittently, and the maximum value of the indicated value is not constant, the value at the top of the 90% range of the indicated value for each change.
  1. The point of measurement of noise shall be the point on the site boundary of the establishment.
  1. When a business establishment is adjacent to another area and the standard value of the area to which the business establishment belongs (hereinafter referred to as "S" in this table) is greater than the standard value of the adjacent area (hereinafter referred to as "S" in this table), the standard value applied to the boundary of the site adjacent to the other area of the business establishment shall be 1/2 (S + S).
  1. If the noise standard value applied to one business establishment is smaller than the previous standard value due to a change in the area to which one business establishment belongs or another area adjacent to one business establishment, This regulation standard shall be applied to one business establishment, assuming that there has been no such change for three years from the date of the change.
  1. This regulation standard does not apply to noise generated by construction work.
