Noise regulation standards

The permissible limit of noise generated at business sites shall be as specified below.

  1. "dB (A)" refers to the unit of measurement at the sound pressure level specified in Appendix 2 of the Measurement Law (Act No. 51 of 1992).
  1. Noise measurement shall be performed using a sound level meter that has passed the conditions of Article 71 of the Measurement Law. In this case, the frequency correction circuit uses the A characteristic and fast dynamic characteristics (FAST) is used for the dynamic characteristics.
  1. The noise measurement method shall be based on the noise level measurement method specified in the standard Z8731, and the noise loudness shall be determined as follows.
  • If the noise indicated value does not fluctuate or the fluctuation is small, the indicated value.
  • When the indicated value of the sound level meter fluctuates periodically or intermittently and the maximum value of the indicated value is generally constant, the average value of the maximum indicated value for each change.
  • When the indicated value of the sound level meter fluctuates irregularly and significantly, the numerical value at the top of the 90% range of the measured value.
  • When the indicated value of the sound level meter fluctuates periodically or intermittently and the maximum value of the indicated value is not constant, the value at the top end of the 90% range of the indicated value for each change.
  1. The point for measuring the noise shall be the point on the site boundary of the business site.
  1. When the establishment is adjacent to another area, the standard value of the area to which the establishment belongs (hereinafter referred to as "S" in this table) is the standard value of the adjacent area (hereinafter referred to as "S'" in this table) When it is larger than the standard value applied to the boundary of the site adjacent to the other area of the business establishment shall be 1/2 (S + S').
  1. If the noise standard value applied to one establishment becomes smaller than the previous standard value due to a change in the area to which one establishment belongs or another area adjacent to one establishment, This regulatory standard shall be applied for three years from the date of the change, and this regulatory standard shall be applied regardless of the change.
  1. These regulatory standards do not apply to noise generated from construction work.
