Overview
In the event of a large-scale disaster such as an earthquake or heavy rain, harmful chemical substances that may adversely affect human health and the living environment may be scattered, leaked or leaked into the environment. In order to strengthen the system for investigating chemical substances in the event of a disaster, Yokohama City has concluded an "Agreement on Cooperation in Investigation of Hazardous Chemical Substances in the Event of a Disaster" with the Yokohama City Environmental Technology Council, an organization of private analysis organizations in the city. I am.
Process
On July 2, 1997, an accident occurred in which a large tanker "Diamond Grace" grounded in a river in Tokyo Bay and spilled crude oil. In Yokohama City, we immediately established the disaster headquarters and carried out work such as collecting oil. The odor caused by chemical substances generated from the spilled oil and the water quality analysis of the sea area were conducted at the Environmental Science Research Institute in Motoichi. There was an application, and a part of the survey was conducted. .
In response to this accident disaster, on September 1, 1999, we concluded an "Agreement on Cooperation in Investigation of Hazardous Chemical Substances in the Event of a Disaster".
Approximately 20 years have passed since the initial agreement was concluded, but no disaster or accident has occurred in Yokohama City to activate the agreement and seek cooperation. However, large-scale disasters have occurred in various parts of Japan in recent years, and the expected damage has also changed. Therefore, in order to respond to lessons learned from large-scale disasters and changes in social conditions, we revised the agreement in 2020 to further strengthen our cooperative system.
