Procedures for soot and smoke generating facilities

This section provides an overview of notification procedures and regulatory standards based on the Air Pollution Control Law for soot and smoke generation facilities.

1 Outline of the notification procedure

When setting up or changing soot and smoke generating facilities, or when the corporate representatives listed in the notification of soot and smoke generating facilities are changed, a notification procedure based on the Air Pollution Control Law is required. In addition, when submitting a notification pertaining to a soot and smoke generating facility based on the Air Pollution Control Law, if the facility falls under the designated facility of the Ordinance on conservation, etc. of the Yokohama City Living Environment (hereinafter referred to as the “Ordinance”), You will also need to apply for permission, so please check at the section in charge.

2 Regarding regulatory standards, etc.

Regarding regulatory standards for the prevention of air pollution, in addition to emission standards for soot and smoke generation facilities stipulated in the Air Pollution Control Law, it is necessary to comply with the regulatory standards of the Ordinance on conservation, etc. of the Yokohama City Living Environment. There are other guidelines, so please check at the section in charge for details.

3 About notification procedure about soot and smoke generating facilities

For details on reports, etc., be sure to check in advance at the section in charge. For the notification, please fill out the prescribed form with required items and submit the attached documents explaining the details. Also, please unify the size of the registration form documents to A4 and fold large drawings to A4.
In addition, we may not be able to accept documents if there are incomplete documents, so please allow enough time for submission.

(1) Notification of installation of soot and smoke generating facilities

Position map of the measuring portSpecify the position and size of the measurement port of soot and smoke, and also specify the inner diameter of the flue at the location where the measurement port is installed.
[Caution] About measuring mouth
  • The measurement port should be installed for each soot and smoke generation facility.
  • If there are multiple discharge outlets, in principle, all discharge outlets must be provided with measurement outlets.
  • Avoid the bent part of the flue and make sure that the exhaust gas from other facilities does not join.
  • In principle, the size and shape of the measuring port should be a flange with an inner diameter of about 100 mm.
Statement of soot and smokePlease attach a statement such as the amount of soot and exhaust gas for soot and smoke discharged from the soot generating facility.
[Caution] About exhaust gas coefficient
  • Use the following values for the emission factors of city gas 13A.
    (wet) 11.79m3N/m3N, (dry) 9.62m3N/m3N (both residual oxygen concentration 0%)
  • For other fuels, please contact the office.
Guarantee of soot and smoke concentrationAttach the manufacturer's warranty regarding the concentration of soot and smoke emitted from nitrogen oxides. For those that are stipulated to be converted to oxygen concentration, the emission concentration converted to the standard oxygen concentration (for example, 5% for gas-burned boilers) specified for each soot and smoke generation facility should be understood.

RemarksMake sure that all soot and smoke generating facilities installed at the establishment are succeeded or that some soot generating facilities are succeeded. In the case of succession of some facilities, please attach a document that can identify the facilities that have been succeeded as necessary.

4. Obligation to measure soot concentration, etc.

The installer of the soot generating facility must measure the concentration of soot and smoke emitted from the soot generating facility, record the results, and save them. (Article 16 of the Air Pollution Control Law)

If the soot and smoke generating facility falls under the designated facility stipulated in the Ordinance on conservation, etc. of Yokohama City Living Environment, in addition to the obligation to measure soot and smoke concentration, etc. based on the Air Pollution Control Law, it is also necessary to comply with the measurement obligations. In this case, the ordinance requires that records of measurement results be kept for three years, and facilities with a measurement frequency of at least once every five years must be kept for five years. (Article 27 of the Ordinance on conservation, etc. of Yokohama City Living Environment, Article 33 of the Enforcement Regulations)

5. Responsibilities of Business Operators

In addition to measures related to the emission of soot and smoke based on the Air Pollution Control Law, businesses shall grasp the status of the emission of soot and smoke into the atmosphere associated with business activities and take necessary measures to control the emission. Must be (Article 17-2 of the Air Pollution Control Act)
