About landfill Verification Committee of Shinanomachi, Totsuka-ku
In January 2006, Yokohama City established the landfill Verification Committee for Shinanocho, Totsuka-ku (Chair: Shoichi Ogano, Professor, Graduate School of Chiba University) in order to verify the history of the improper disposal of industrial waste in landfill, Shinanocho, Totsuka-ku.
The Verification Committee was held eight times since January 2006, and proceeded with verification and investigation, and a report was submitted to Motoichi on December 13.
Based on this report, Yokohama City will make every effort to prevent recurrence based on this report.

(1) Overview of verification results
- The city's response was verified based on the regulations of laws and regulations at the time and the standards for permission, but a direct causal relationship between improper treatment of excessive landfill of waste and specific administrative acts was confirmed. Was not possible.
- Throughout the entire period, individual administrative actions related to licensing were carried out in accordance with the wording of laws and regulations, but prompt and effective responses should have been taken to administrative guidance and administrative sanctions.
- The city should have promoted the living environment of conservation by actively acting without precedent.
- It is necessary for the city to take these points seriously and to prevent recurrence so that such a case does not occur again in the future.
(2) Measures to Prevent Recurrence
The report prevents recurrence from the viewpoint of effective guidance at disposal sites, preparation of standards such as administrative guidance, enhancement of guidance on waste disposal contractors, sharing information within the organization and improvement of specialized skills, and cooperation with related organizations. Proposals for are shown.
3 Future Responses
In the future, based on this report, Yokohama City intends to actively work on measures to prevent recurrence. In addition, in accordance with the Special Measures Law Concerning the Removal of Failure Caused by Specified Industrial Waste (Act No. 98 of June 18, 2003; Special Measures for Industrial Waste Management), the government will proceed with procedures for government support for the execution of administrative substitutes and improve the branch office.
