How to store and dispose of PCB waste

PCB waste must be properly disposed of at the storage company's own risk, from storage, collection, transportation, and disposal.
In addition to the prohibition of illegal dumping, transfer to others is prohibited in principle, and transfer of storage locations is strictly restricted.

Storage of PCB waste
(1) PCB Waste Storage Standards
PCB waste must be kept properly until it is disposed of in accordance with the Waste Management and Public Cleansing Law (Waste Management Law).
Please comply with the storage standards and keep the following points properly.
・The storage location should be a locked place with a fence around it without rainwater or the like.
・Assuming that the PCB is leaked, put it in a storage container such as an oil pan.
・In addition to installing a bulletin board in an easy-to-read location, a label indicating that it is PCB waste is used to prevent erroneous disposal.
Please attach it to me.
・Take measures to prevent falls from falling and damaging due to an earthquake or the like.
・Take the necessary measures to prevent corrosion, volatility, and mixing with other objects.
(2) Specially controlled industrial waste management officer
Businesses that store PCB waste must have a specially managed industrial waste management officer at each business site.
The main task of the responsible person is to grasp the status of proper storage and disposal of PCB waste, make plans, and ensure proper disposal.
Specially controlled industrial waste management personnel must have the qualifications shown in the table below.

Disposal of PCB waste
(1) PCB waste disposal standards
Businesses must dispose of PCB waste in accordance with the Waste Management Law.
When outsourcing, pay attention to the following points and handle them appropriately.
・For collection and transportation companies and disposal companies, please contract with a licensed company.
(Please refer to (2) and (3) for companies with permission to dispose of them.)
・Please make the contract in writing and keep it for 5 years from the date of termination of the contract.
・At the same time as the delivery of PCB waste, please issue a management slip (manifest) with required items.
In addition, please keep the manifest for 5 years from the date of issuance (B2, D, and E votes are sent).
(2) High-concentration PCB waste
High-concentration PCB waste was disposed of by the Interim Storage and Environmental Safety Corporation (JESCO) (external site), but the disposal period for transformers and condensers ended on March 31, 2022, and ballasts and contaminants ended on March 31, 2023.

(3) Low-concentration PCB waste
The disposal of low-concentration PCB waste is carried out by a private disposal company instead of JESCO.
