How to store and dispose of PCB waste

PCB waste must be properly disposed of at the disposal company's own risk, including storage, collection, transportation, and disposal.
In addition to prohibiting illegal dumping, transfer to others is prohibited in principle, and the movement of storage areas is strictly restricted.

Storage of PCB waste
(1) PCB waste storage standards
PCB waste must be properly stored until disposal is disposed of in accordance with the Waste Management and Public Cleansing Law (Waste Disposal Law).
Comply with storage standards and pay attention to the following points and store them properly.
・The storage area should not be exposed to rainwater, etc., and a locked place with a fence around it.
・Put it in a storage container such as an oil pan, assuming that the PCB is leaked.
・A bulletin board will be installed in places that are easy to see, and a label indicating that it is PCB waste to prevent misconduct.
Please attach it.
・Take measures to prevent falls from falling over due to an earthquake or the like.
・Take the necessary steps to prevent corrosion, volatility, and mixing with other objects.
(2) Specially controlled industrial waste management
Businesses that store PCB waste must have a specially managed industrial waste management officer at each business site.
The main task of the responsible person is to grasp the status of proper storage and disposal of PCB waste, make a plan, and ensure proper disposal.
The person in charge of specially controlled industrial waste management must be qualified as shown in the table below.

Disposal of PCB waste
(1) PCB waste disposal standards
When outsourcing the disposal of PCB waste, businesses must dispose of them in accordance with the Waste Management Law.
When outsourcing, pay attention to the following points and handle it properly.
・For collection and transportation companies and disposal companies, please contract with a licensed contractor.
(Please refer to (2) and (3) for companies with disposal permission.)
・The consignment contract should be made in writing and stored for 5 years from the date of the contract.
・At the same time as the delivery of the PCB waste, please issue a management slip (manifest) filled out with required items.
In addition, please keep the manifest for 5 years from the date of issuance (B2, D, and E votes are the date of receipt).
(2) High concentration PCB waste
High concentration PCB waste was disposed of by the Interim Storage & Environmental Safety Corporation (JESCO) (external site), but the disposal period for transformers and capacitors ended on March 31, 2022, and ballasts and contaminants were disposed of on March 31, 2023.
In the unlikely event that a high-concentration PCB waste is found, please contact the City of Yokohama, Resources and Waste Recycling Bureau Business Waste Management Section, Waste Reduction Promotion Section (Phone number: 045-671-2513).
(3) Low concentration PCB waste
The disposal of low-concentration PCB waste is carried out by a private disposal company, not by JESCO.
