In June 2003, the Tsurumi River basin was designated as a specific urban river basin in April 2005 and the Sakaigawa basin was designated as a specific city river basin in February 2014. This law determines the basin based on the magnitude of damage to rivers that flow through urban areas and are remarkably urban river basins based on the magnitude of damage in the event of floods and the difficulty of large-scale river maintenance. It is specified as a river basin. (Tsurumi River is designated by the Minister of Land, Infrastructure, Transport and Tourism, and the Sakai River is designated by the Governor of Kanagawa Prefecture.)
River managers, sewer managers, and local governments in the basin play a role in jointly formulating a “basin flood countermeasures plan” with the aim of creating a town (basin) that is resistant to flood damage, and is effective to enhance safety. Implement effective and efficient flood damage countermeasures. In addition, residents and businesses in the basin are responsible for making efforts to store and infiltrate rainwater, and if they perform rainwater infiltration inhibiting activities, obtain permission.

Along with the revision of the Act on Countermeasures against Flood Damage to Specified Urban Rivers, a plan certification system was established for the development of rainwater storage and infiltration facilities that meet the conditions such as capacity of a certain size or more and appropriate maintenance methods performed by private businesses etc. .
