This manual specifies the importance of training to open and operate evacuation centers in evacuation shelter and the specific methods of training.
In addition, at the time of the Great East Japan Earthquake, more than 50 evacuation shelter were opened in Yokohama, and various issues were extracted, so some corrections were made and more citizens could share the image of opening and operating evacuation centers.
In the event of a disaster, not only the Steering Committee but also evacuees should use it so that the evacuation center can be operated smoothly.
