Basic Philosophy and Basic Goals
(1) Basic Philosophy
Living in Nishi Ward, we live a healthy, enjoyable and rich life.
In order to be healthy, we aim to raise our health awareness and enhance our mental health, and think and work on our own life.
We get close to nature, such as the sea and greenery, and have fun experiences together to create comfort.
There is no retirement age for living in the community. We think about what we can do on our own, connect people, take root in the community, and extend their branches and leaves.
By raising morals and observing manners, each person deepens mutual trust and builds relationships that help each other in their neighbors, such as "others closer than distant relatives." I will tell you what I can do and what I can't do. The recipient will open their hearts and convey their feelings and facts from themselves. By doing so, the circle of help expands.

3 A town where each person recognizes the individuality of each person and coexists
4 Towns in which the entire region is connected
5 Towns where children can grow up healthy
6 Towns where necessary information is accurately transmitted
Characteristics of the Plan
(1) We gathered a wide range of voices from many inhabitants and thought together.
It is important to fully consider local needs in formulating the plan, and it is necessary for the inhabitants of the ward who are the target of the plan and who are the leaders of the plan to participate in the plan. Therefore, in addition to using some survey methods, we conducted opinion exchange meetings (workshops) and group interviews by district, gathered the voices of many inhabitants of a ward widely, and thought together. In addition, the results of these surveys were examined by the Nishi Ward Community Welfare and Health Plan Development Committee, which was made up of residents.
(2) We set index of community-based welfare health promotion.
Indicators were set to understand and judge how much promotion of community-based welfare and health was planned in the final year of the plan. Based on the fact that the evaluation can be clarified, we set numerical values.
Specifically, we set target values for five years from now based on the results of each question (the current situation in Nishi Ward).
(3) We clarified each approach of inhabitant of a ward (individual), group, administration.
In promoting community-based welfare health, "collaboration" between inhabitants of a ward and the government is indispensable.
"Collaboration" does not mean that "inhabitants of the ward and the government do all their efforts together", but "inhabitants, groups, and governments play their respective roles to achieve their goals. To demonstrate and make up for each other. "
Therefore, in this plan, we clarified our efforts to solve the issues of "individuals", "groups" and "administrations" through district-specific opinion exchange meetings (workshops) and group interviews.
