With the arrival of Perry in 1854, the Japan-US Peace Treaty was concluded (in the courtyard of the opening of the port museum), and the Japan-US trade treaty was concluded on the Pohatan off Kanagawa in 1858, and the following year, July 1859 (June 2, 1859) was decided to open the port. Around the time when Yokohama opened a canal (1860), "Yokohama-e" depicts a town hall that looks at the town administration next to the luck office, and this practice took over the old curtain era, with a total of 3 elderly people and 5 masters. Eventually, the Yokohama Ward Office had a ward office on the premises of the prefectural office, but the town hall (City Counsilsho), which can be said to be the predecessor of the Memorial Hall, was built here by Shimizu Gumi before this and moved here from near the prefectural office. This is the predecessor of the opening of the Port Memorial Yokohama Hall.
In commemoration of the 50th anniversary of the opening of the port, it was built in 1917 with a construction cost of 369,000 yen as a gathering facility for citizens accommodating 1,200 large and small rooms, mainly in public hall, with donations from citizens, and started as the Yokohama Hall to commemorate the opening of the port.
