Yokohama Ribin: Overview of the System

Yokohama Ribuin provides excellent private rental housing as public rental housing, and is based on the law (Law Concerning the Promotion of Supply of Specified Excellent Rental Housing).

  1. Yokohama Ribuin will subsidize the rent reduction by Yokohama City and the government, so the rent burden on residents will be reduced.
  2. Public rental housing managed by Yokohama City Housing Supply Corporation and specified management corporations.
  3. This is a family housing for middle-income earners.

Application Qualification

Those who apply must meet all of the following items.

1 Those who have the applicant and cohabitants recorded in the Basic Resident Register

If you are a registered person, you can apply.

2 Those who have relatives of living together

  • Spouses (including those whose relationship with resident certificate is "unreported husbands or wives") and relatives within second degree.
  • If you have a reason for living together, such as when you are dependent or need nursing care, you can apply for a relative within the sixth degree or a relative within the third degree.
  • You may not apply for a family member other than your relatives or apply for living together relatives unnaturally.
  • Singles can move in outside the subsidy system for dwelling units that have passed a certain period of public offering. ※There is a separate income screening.
  • Applicant and relatives living together are not gangsters prescribed in Article 2, Item 6 of the "Law Concerning the Prevention of Unfair Acts by Gangsters".

3 Those who meet the income standard

  • Household monthly income must be between 200,000 yen and 601,000 yen.

  • Households exceeding ¥601,000 can also enter vacant houses housing for more than three months under a fixed-term lease agreement.

4 Those who can establish a joint guarantor

  • As a general rule, you must live in Japan and have income equal to or higher than the applicant household.

5 Those who can pay security deposit equivalent to 3 months of rent

6 Those who have no delinquency of resident tax

7 Applicants and relatives of living together do not own a house under their own name.

In the following cases, you may be able to move in even if you have a home. Please contact the application window.

  • If you currently live in a remarkably aging house and demolish it after moving in Yokohama Ribuin
  • If you do not own a house under your name due to a seizure or a request for eviction due to justifiable reasons.
  • When commuting time on the shortest commonly available route from your own home to your work location takes more than 2 hours.
  • If you are renting an apartment, etc.

8 Those who are not currently subsidized by the Yokohama Ribin System

Rent, resident's burden, subsidy

  1. The rent is determined by a lease agreement between the landlord and the resident. Revisions are made according to changes in taxes and public dues, neighborhood rent, prices and other economic business.
  2. The resident's burden is the amount actually paid by the resident as part of the rent, and the burden rate on the rent increases every year after moving in. Changes in the burden rate are made every month in which the housing starts.
  3. Yokohama City subsidizes the difference between the rent and the resident's burden to businesses (landlords).
    • The rent reduction subsidy period is 20 years from the start of housing management (15 years for housing with a benefit-type rent subsidy system). In order to calculate the amount of the grant, residents are required to submit the prescribed documents related to income, etc. around June every year.
    • Based on documents related to income, etc., the resident's burden is changed in October every year, and if the household income of the previous year exceeds a certain level, the subsidy will be discontinued.

Rent subsidies

In Yokohama Ribin, the rent subsidy method differs depending on the start of housing management.

In the case of a house with a slope type rent subsidy system

Depending on the income of the tenant, it is classified into type 1, type 2, and type 3, and the rent burden (resident's burden) of the resident differs.
This change in the burden rate is made once a year, and the subsidy ends in 20 years from the start of management.

Depending on the income of the tenant, it is divided into three stages: 1-1 type, 1-2 type, and 1-3 type, and the rent burden (resident burden) of the resident differs.
