Town planning discussion summary

Effective June 1, 2016

(Purpose)
Article 1 This summary is for districts designated by the mayor as necessary, promotion of urban development projects, maintenance of urban infrastructure, accumulation of urban functions, guidance of land use, guidance of cityscapes, maintenance of pedestrian spaces, etc. The purpose is to form a highly convenient, safe, comfortable, and attractive urban area by conducting discussions on urban planning under the cooperation of citizens.

(Definition)
Article 2 The definition of terms shall be as follows.
(1)　"City planning consultation" refers to the provision and collection of mutual information on town planning between the government and the citizens under the cooperation of the citizens, and the town planning consultation guidelines stipulated by the provisions of Article 4 (hereinafter referred to as "City Planning Consultation Guidelines").
(2)　"Business" refers to a person who intends to perform the following acts in the area of a town planning consultation district (hereinafter referred to as the "city planning consultation district") specified by the provisions of Article 3. However, this excludes cases where town planning consultation is not required in the town planning consultation guidelines.

(3)　"Local group" refers to a local group that has established a town development agreement, etc., including the contents of the town planning consultation guidelines, and the mayor recognized that it operates independently.

(Designation of town planning consultation district)
Article 3 The mayor corresponds to one of the following items and can designate district which we admit that town planning consultation is necessary as town planning consultation district.
(1)　District planning to promote urban development projects
(2)　Districts where urban infrastructures such as roads
(3)　Districts that aim to accumulate urban functions such as business and commerce
(4)　Districts that aim to guide appropriate land use
(5)　District planning to guide good cityscape
(6)　District planning the maintenance of attractive pedestrian space
(7)　Other areas that form safe, comfortable and attractive urban areas

(Guidelines for Community Development)
Article 4 The mayor shall establish a town planning consultation guideline that stipulates necessary items among the matters listed in the following items in the town planning consultation district.
(1)　Name
(2)　Purpose
(3)　Position and Area
(4)　Targets
(5)　Contents
　A. Shared buildings and sites
　(I) Retreatment of walls, fences, etc. of buildings and maintenance of sidewalks
　C) Building applications
　D. Parking lot and bicycle parking lots
　Oh landscape
　Promotion of greening
　G. Installation of outdoor advertising materials
　Cooperation with the planned projects
　Provision of information on town planning
　And others
(6)　Others

(Consultation Procedure)
Article 5 When a company intends to apply for a building confirmation application or an outdoor advertising matter permission in the area of the town planning consultation district, the company will consult with the mayor from the earliest possible time such as the survey and planning stages. Shall be.
2 companies shall list required items in town planning consultation book (first style) on town planning discussion and attach related documents and submit to the mayor.
When town planning discussion was finished, 3 mayors shall issue copy of town planning consultation book which discussion result was listed to company.
4 companies shall attach a copy of the town planning consultation book with the results of the consultation on building confirmation application or outdoor advertising matter permission application after the town planning consultation.
When there is local group in area of 5 town planning consultation district, the mayor can substitute for discussion of Clause 1 with consultation with company concerned.
6 The provisions of paragraphs 2, 3 and 4 shall apply mutatis mutandis to the consultation set forth in the preceding paragraph. In this case, "mayor" refers to "local group", and "town planning consultation book (first style)" refers to "format determined by local group", "copy of town planning consultation book" Shall be replaced with "format specified by the local organization or a copy of it."

(Report of consultations by local organizations)
Article 6 Local groups that have consulted under Article 5 of the preceding Article must report the result to the mayor.

(Hearing opinions from local organizations, etc.)
Article 7 The mayor can listen to opinions from local groups involved in town planning in the district, including places where they are going to apply for a building confirmation application or outdoor advertising matter permission at the time of town planning consultation.

Article 8 Necessary matters concerning the enforcement of this summary shall be determined by the Director of Urban Development Bureau.
