Town planning consultation summary

(Objective)
Article 1 This outline is to promote urban development projects, improve urban infrastructure, accumulate urban functions, guide land use, guide cityscapes, maintain pedestrian spaces, etc., for areas designated by the mayor as necessary. The purpose is to form a highly convenient, safe, comfortable, and attractive urban area by conducting discussions on town planning with the cooperation of citizens to promote the project.

(Definition)
Article 2 The definition of terminology shall be as follows:
(1)　"City planning consultation" means that, with the cooperation of citizens, provide and collect mutual information on town planning between the government and the citizens, and the city planning consultation guidelines stipulated in the provisions of Article 4 (hereinafter referred to as "City Planning Consultation Guidelines"), the mayor and the company discuss building plans, etc.
(2)　"Business" refers to a person who intends to perform the following acts in the area of the town planning consultation district (hereinafter referred to as the "city planning consultation district") designated pursuant to the provisions of Article 3. However, this does not apply to cases where city planning consultation is not required in the city planning consultation guidelines.

(3)　"Regional group" refers to a local group that the mayor has recognized that it has established a town development agreement, including the contents of the city planning consultation guidelines, in the area of the city planning consultation district, and is operating independently.

(Designation of city planning consultation district)
Article 3 The mayor corresponds to one of the following items, and can designate a district that the town planning consultation is deemed necessary as a town planning consultation district.
(1)　Areas that promote urban development projects
(2)　Areas to improve urban infrastructure such as roads
(3)　Areas that aim to accumulate urban functions such as business and commerce
(4)　Districts to guide proper land use
(5)　Districts to guide good cityscapes
(6)　Districts to maintain attractive pedestrian spaces
(7)　In addition, areas that form safe, comfortable, and attractive urban areas

(Guidelines for Town Planning)
Article 4 The mayor shall determine the city planning consultation guidelines that stipulate the necessary items among the matters listed in the following items in the city planning consultation district.
(1)　Name
(2)　Purpose
(3)　Location and Area
(4)　Targets
(5)　Contents

(6)　Others

(Consultation procedure)
Article 5 When a company intends to apply for a building confirmation application or an outdoor advertising matter permission application in the area of the town planning consultation district, it will consult with the mayor from the earliest possible time such as the survey and planning stages. Shall be.
At the time of city planning consultation, 2 companies shall list required items in city planning consultation (first style), attach relevant documents, and submit it to the mayor.
When town planning discussion was finished, 3 mayors shall issue copy of town planning consultation book where discussion result was listed to company.
4 After the town planning consultation, the company shall attach a copy of the town planning consultation with the results of the consultation on building confirmation applications or outdoor advertising matter permission applications.
When there is local group in area of 5 town planning consultation district, the mayor may substitute discussion of Clause 1 with consultation with company and the group concerned.
6 The provisions of paragraphs 2, 3 and 4 shall apply mutatis mutandis to the consultation set forth in the preceding paragraph. In this case, "mayor" means "local group", "city planning consultation book (first style)" means "format determined by local group", "copy of city planning consultation book" Is to be read as "format determined by local group or a copy thereof".

(Report of discussions by local organizations)
Article 6 Regional organizations that have consulted under Paragraph 5 of the preceding Article must report the results to the mayor.

(Hearing opinions from local organizations, etc.)
Article 7 The mayor may hear opinions from local groups involved in town planning in district including place where we are going to apply for building confirmation or outdoor advertising matter permission at the time of town planning consultation.

(Delegation)
Article 8 Necessary matters concerning the enforcement of this outline shall be determined by the Director of Urban Development Bureau.
