The area around Shimo-Iida Station on the Yokohama Municipal Subway and Yumegaoka Station on the Sotetsu Izumino Line are positioned as districts that promote "initiatives for the formation of urban areas that foster new liveliness and exchanges" in the Izumi Ward Plan.
In this district, the "Izumi Denen Daiichi District Land Readjustment Preparatory Association" was established in 1999, and local landowners played a central role, and the study of town development using the land readjustment method implemented by the union, and further commercialization. In December 2007, the "Izumi Yumegaoka Land Readjustment Union Establishment Preparatory Meeting" was launched to conduct specific examinations. After that, we proceeded with the study and consensus building, and in September 2013, the maintenance of urban infrastructure facilities such as station squares and land use utilizing the location characteristics were finalized. On June 13, 2014, "transfer to urbanization area" and "land readjustment project" by union enforcement were decided on city planning.
On August 15, 2014, the establishment of "Izumi Yumegaoka Land Readjustment Association" was approved.
In addition, the association examined a detailed future land use plan and compiled the contents. According to this land use plan, "Izumi Yumegaoka district city planning" was decided on March 15, 2018.

In the land readjustment project area, procedures based on Article 76 of the Land Readjustment Act are required when changing land characteristics or constructing, renovating or expanding buildings and other structures.
