I'd like to make a flower bed in the park.

The flower beds in the park cannot be made without the permission of Yokohama City, the park manager.
There are also parks where the Park Protection Association, a volunteer group formed by local residents and manages the park, has set up flower beds in collaboration with Yokohama City, the park manager.
If you want to make a flower bed as part of the park protection society activities, please consult with the relevant office of each park.
