Due to a decrease in the number of route bus users and a shortage of drivers due to the declining birthrate and aging population, flights have been reduced in urban areas, making it difficult to maintain the current bus network service level. Therefore, in cooperation with bus operators, this project aims to improve the driving environment to promote operational efficiency and redistribution of the management resources resulting from this project.

Initiatives to maintain bus routes in southwestern Totsuka Ward
Yokohama City and Kanagawa Chuo Kotsu Co., Ltd. (hereinafter "Kanagawa Chuo Kotsu") are working to maintain bus routes in the southwestern part of Totsuka Ward.
Overview of Initiatives
Background of Initiatives: Decrease in bus service levels due to a decrease in the number of users and a shortage of crew
In recent years, usage trends in the southwestern part of Totsuka Ward has changed significantly due to a decrease in the number of users and changes in lifestyles. In addition, due to the decrease and aging of large-scale two-class license holders, there is a shortage of drivers, and it is necessary to adjust the number of operating flights (reduction of flights, etc.) according to the actual usage.
In addition, due to telework and restraint going out due to the COVID-19 pandemic, the income and expenditure of route buses has become even more severe, and the number of users decreased. → Deteriorating income and expenditures → Reduction of flights → This could lead to a vicious cycle of further decline in the number of users.

What to aim for: Maintaining bus network by streamlining operation efficiency and redistribution
Therefore, Yokohama City and Kanagawa Chuo Kotsu will reduce the number of flights to the extent acceptable while securing transportation capacity on routes that introduce interconnected buses, while redistribution the management resources of the created bus operators to other routes. By redistributing, we aim to maintain the bus network of the entire area as much as possible.
※In order to improve income and expenditure, it is inevitable that flights will be reduced according to the actual usage, and even if a joint bus is introduced, the service level of the entire area will be lower in the future.
