[Diesel Vehicle Operation Regulations] What is
Kanagawa Prefecture stipulates in the ordinance, but vehicles operating in Yokohama City have been transferred from the prefecture, and Motoichi has been transferred to the city.
We are conducting inspections.
● Diesel vehicles (trucks, etc.) that do not conform to the particulate matter (PM) emission standards are prohibited from operating in the prefecture.
● Even non-conforming vehicles can be operated by wearing a particulate matter reduction device (DFF or oxidation catalyst).

(Operation regulations)
○ It exceeds the emission standards stipulated in the ordinance (Article 96-3, Paragraph 1: Defines allowable limits) (Article 96-4: When a model designation is received)
Regulations on particulate matter are regarded as emissions) Specific vehicles (diesel vehicles prescribed in Article 86-2, Paragraph 1)
It must not be operated or operated in the prefecture. (Article 96-3, Paragraph 2)
○ Specified vehicles that have taken countermeasures are deemed to conform to emission standards (Article 96-5), and grace period (from new vehicle registration)
Operation restrictions do not apply to certain vehicles within 7 years. (Article 96-7)
(Operation prohibition order)
○ When it is recognized that a non-conforming vehicle is operating in the prefecture, it operates the prefecture to the driver or user, or again
You can order that you should not operate. (Article 96-6)
(Penalties)
○ Anyone who violates the operation prohibition order pursuant to the provisions of Article 96-6, etc. shall be liable to a fine of 500,000 yen or less. (Article 121-2)
(Obligations of shippers, etc.)
○ The shippers, etc. must take appropriate measures so that the contractor does not operate unconformed vehicles in the prefecture and operate them.

[About the implementation status of on-site inspections]
We publish on homepage (outside site) of Kanagawa about the situation of the whole prefecture including Yokohama-shi, Kawasaki-shi which received office work transfer such as inspection.
◎ Diesel vehicle inspection in Yokohama City
In Yokohama City, inspections (on-street inspections) are performed by stopping cars running on the road, and many vehicles such as garbage incineration plants and supermarkets are gathered.
We perform inspections (base inspections) to be performed at points, and vehicles used by city offices (business inspections) at offices.

◎ About automobile NOx and PM method (outside site)
Vehicles (point A) where the base of use is registered in the following target areas in the prefecture according to the NOx and PM law.
For vehicles subject to vehicle model regulation, if NOx or PM emissions do not conform to national standards (point B)
If you exceed the grace period determined according to the initial registration date, you will not be able to pass the vehicle inspection. (Point C)
